- �� This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Part 5.203, which prescribes a mandatory 15-day pre-solicitation notification requirement. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation to procure services to fill information gaps in the widespread use of Structural Health Monitoring (SHM) and making information for SHM hardware and software readily accessible to practitioners and bridge owners. The objective of this contract is to 1) Investigate current practices and policies on the use of deployment-ready Structural Health Monitoring (SHM) technologies; and 2) Develop a comprehensive SHM Web Manual. In doing so, the Contractor shall: Explore and document existing knowledge of bridge SHM methodologies, tools, and technologies; Identify practical monitoring scenarios utilizing SHM methodologies and best practices for each scenario and demonstrate best practices with case studies; Document available national and international standards, specifications, and guidelines on the use of SHM in highway bridge applications; and Develop a SHM Web Manual to provide concise descriptions of practical SHM technologies, inclusive of: The objective for the SHM system; �best-practices� for sensor selection and system design (sensor locations, data acquisition rate, etc.); data processing and management (data analysis, information extraction, data communication, storage, information/data visualization and dissemination); and system calibration and maintenance. THIS SOLICITATION IS OFFERED FOR FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS. A single Firm-Fixed-Price contract, which represents the Best Value to the Government,�will be competively awarded using Simplified Acquisition Procedures.� The anticipated period of performance is 36 months from the date of award. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known www.beta.sam.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential Offerors are encouraged to register at the GPE to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in June 2020. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FHWA.
