Description
The National Park Service, Midwest Region Major Acquisition Buying Office (MABO), is issuing this solicitation to request proposals to Paint the Exterior of 12 structures at Sleeping Bear Dunes National Lakeshore, Empire, Michigan. THIS PROCUREMENT IS A 100% SMALL BUSINESS SET-ASIDE The work consists of: Provide all certifications, licensing, labor, tools, materials, and equipment necessary to complete the exterior painting of 12 structures. Paint all exterior walls, fascia, soffit, windows, doors, frames, trim, attached decks, handrails, and gutters. Removal of all loose glazing from windows and re-glaze windows with approved glazing material. All work which disturbs surfaces that are coated with lead-based paint must be performed in accordance with the Occupational Safety and Health Administration (OSHA) 29 Code of Federal Regulation (CFR) Part 1926.62, Lead Exposure in Construction; EPA 40 CFR Part 745 Lead. In addition, all other applicable federal, state and local codes, rules and regulations must be adhered to by the Contractor. Contractors are advised that Lead Based Paint has been identified within the proposed painting projects and must be familiar with the OSHA lead in construction standard and its requirements; EPA 40 CFR Part 745. Contractors shall have a State of Michigan License. A license as a residential builder or maintenance and alteration contractor in painting and decorating is required when engaging in painting on a residential or combination residential and commercial structure. Type of Contract: Firm Fixed-Price NAICS Code: 238320 - (Painting and Wall Covering Contractors). The small business standard is $16.5M. In accordance with FAR 36.204(b) the Project Magnitude is between $100,000 and $250,000. Contract Period of Performance: 45 calendar days after Notice to Proceed THE PROJECT IS SUBJECT TO THE DAVIS-BACON ACT: General Decision Number: MI20190009 PAYMENT PROTECTIONS: A bid bond (SF-24) at 20 percent of the bid price, a performance bond (SF-25) and payment bond (SF-25a) at 100% of the contract price, and insurance will be required for this project. SITE VISIT: All interested contractors are strongly encouraged to attend a site visit. Please see solicitation provision FAR 52.236-27 Site Visit, for additional information. All questions shall be submitted electronically to james_bissaillon@nps.gov no later than 2:00PM CST, July 1, 2020. Proposals shall be received no later than 2:00 PM CST, July 8, 2020. Offerors shall have an active SAM registration at the time of proposal and time of award. The awardee shall have an active SAM registration throughout the life of the contract in order to receive payment(s). REQUIRED SUBMISSION DOCUMENTS: 1. Completed Section B of Solicitation (Include an itemized breakdown for each CLIN item to include permits, rental costs, insurance, overhead, profit, bonds, and any other applicable detailed costs) 2. Signed SF-1442 (Include DUNS number and CAGE code under which the offer is made) 3. Review all required vendor completed sections within the solicitation document and provide all requested documents and information from section L of the solicitation.
