- AMENDMENT 004: The Combined Synopsis/Solicitation is amended to revise the Requirments/Specifications, the submittal requirements and the evaluation. (See attached revised Combined Synopsis/Soliciation) Revised Combined Synopsis/Solicitation dated 4/27/2020 supercedes previos documents. AMENDMENT 003:�This Combined Synopsis/Solicitation is amended to�make correction on page 9, REQUIRED SUBMISSIONS, item 4.b. Amendment 003 (see attached) of the Combined Synopsis/Solicitation supercedes the Amendment 002 version.� Amendment 003 also responds to technical questions submitted. See document titled Questions and responses 2/14/20. AMENDMENT 002: This Combined Synopsis/Solicitation is amended to incorporate Schematic 1 and 2. See attached Amendment 002. AMENDMENT 001: This Combined Synopsis/Solicitation is amended to add a deliver to name and contact information under the due date for quotation section (page 8). See attached Amendment 001. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED UNDER THE AUTHORITY OF FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04 effective January 15, 2020. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. Line Item 0001 is being procured as a 100% set aside for small business. Line Item 0002 is an optional line item and is being procured as Brand Name or equal, 100% set aside for small business. The non-manufacturer rule applies to this procurement. In accordance with the non-manufacturer rule, both the manufacturer and the distributor must be a small business. Any concern submitting a quotation in its own name, that proposes to furnish an end product it did not manufacturer (a �nonmanufacturer�), is a small business if it has no more than 500 employees.
