- MARKET RESEARCH FOR INTERESTED PARTIES DUE BY 2:00 PM ON JUNE 15, 2020 THIS IS A SOURCES SOUGHT NOTICE ONLY.� This is not a solicitation or a request for proposal and no contract will be awarded from this notice.� No solicitation or specifications are available at this time.� The General Services Administration (GSA), New England Region, Contract Operations Branch, is conducting market research to determine the level of interest for contracting opportunities.� All Small Businesses are encouraged to submit.� The GSA intends to purchase the trailer that it is currently renting at the Land Port of Entry in Estcourt Station, Maine.� The Land Port of Entry (LPOE) at Estcourt Station is located about 45 miles from Fort Kent, Maine at latitude/longitude is 47.449662, -69.234689 or at Google Maps link as follows:� (https://goo.gl/maps/27gpbK83kD8xKjtE8). Access to Estcourt Stations is generally through Canada although there are unimproved logging roads which can be used to access the port from the United States. The distance along the logging roads is about 85 miles and the roads are privately owned. Transportation through Canada may require Bonds and/or other arrangements which must be made with the Canadian Government. The contractor is required to obtain all clearances and pay all fees associated with transporting the materials to the site. A railway trestle passes over the road from Canada to the United States. Trestle clearance height is 16.5 feet. Restricted width is 26 feet. Provide and Install a new Office Trailer at the LPOE site in Estcourt Station, Maine on an existing slab. Level the trailer and install skirting. The trailer will be connected to existing electrical utility, existing generator, camera systems, LAN systems, etc. on another contract.� Provide the following coordination points on the schedule. Submittals: Submittals for the modular building, and other time critical items will be sent to Government for review. Allow two weeks for Government review. Modular building fabrication. The contractor shall provide construction services to configure trailers to GSA's and Customs and Border Patrol. Installation: Modular building Installation on site, including mobilization, and transportation to the sight. Property is Occupied: The property is occupied, so disruption of occupancy will have to be minimal. The port cannot be closed down. The office structure shall be designed by the vender for all applicable loads, including snow loads, wind loads, transportation loads, equipment loads. It is the intent that the office structure be a factory supplied structure designed for installation above a slab with a crawl space underneath. The structure must meet all of the requirements of this specification.� The office structure shall be approximately 14� X 52� with 8� ceilings meeting the general requirements of a floor plan yet to be provided if this action becomes a competed action. The roof shall be designed for a ground snow load of 100 psf, wooded conditions (little wind), and drifting due to high canopy nearby.� Floor shall be designed for a minimum of 50 PSF live load. Only personnel approved by the Port Director will be allowed to work at the Land Port of Entry. All decisions are final. Security clearance will be required for all personnel working on this project. If this action should result in a competed action, the Government intends to solicit Best Value with trade-offs. The non-price factors are not yet determined. Price will be a significant factor. An offeror's total price for the trailer, construction, transportation, installation and demobilization of the currently trailer will be compared with the total price of other offerors and the lessor's price of the trailer as is. Statements of Capability must be in writing and are due by the date and time specified.� Failure to submit all information requested will result in a contractor not being considered as an interested concern.� The package shall address, at a minimum, the following: Please provide a narrative explaining your experience in the type of products and services sought by this notice.� Your information should include the scope of your capabilities and three (3) similar contracts substantially completed within the past five (5) years.� A similar contract is defined as one that is comparable in scope, and complexity to the requirements as defined by this notice. � For each of the three (3) contracts identified above, please provide any customer performance reviews.� If you have any reports in the Past Performance Information Retrieval System (PPIRS) or a similar Government evaluation system, please send those.� If no formalized evaluation exists for a particular contract, please provide a reference point of contact to include name, title, telephone number and email address.� � Please explain how your firm has the personnel and equipment necessary to perform the type of services sought by this notice.� Also explain how you will meet the requirement at Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting by performing at least 50% of the contract with your own forces.� � AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS.� This is for planning purposes only and is a market research tool to determine availability and adequacy of potential trailer contractors.� The government will not reimburse responders for the cost of the submittals.� Statements of Capability should be sent to Robert Budlong via email at robert.budlong@gsa.gov.
