- REQUEST FOR INFORMATION The Internal Revenue Service (IRS), Office of Procurement, Office of Business Solutions Acquisition (OBSA), is issuing this Request for Information, (RFI) as a means of conducting market research to identify parties having an interest in and the resources to support an enterprise-level change management solution. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code could potentially be for 511199 All Other Publishers, 541990 All Other Professional, Scientific, and Technical Services and/or 611430 Professional and Management Development Training. Disclaimer � This RFI is issued solely for information and planning purposes. This notice should not be construed as a commitment by the Government for any purpose other than market research. This announcement does not commit the Government to any contractual agreement. The Government is not seeking proposals and will not accept unsolicited proposals. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the results of the analysis. All data received in response to this Request for Information that is marked or designated a corporate or proprietary information will be fully protected from release outside the Government. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with all applicable Government regulations. All documentation shall become the property of the Government and will not be refunded. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary, and the Government will not assume any financial responsibility for costs incurred in responding to this request for information. Capabilities: Any organization responding to this RFI shall demonstrate the follow in their capability summary: Ability to provide electronic access to on-demand organizational change management e-learning solutions; web-based modules and webinars. Ability to provide electronic access to downloadable and printable organizational change management tools, assessments and other resource materials. Ability to provide a suite of customizable training materials targeting specialized needs of targeted populations with multilayered organizations. Ability to provide printed materials when requested. On-demand change management learning options for a geographically dispersed workforce. Access to e-learning tools, on demand, based on individual needs and work schedules. Ability to provide a suite of customizable training materials targeting specialized needs of targeted populations, (Practitioners, employees, project managers, managers, senior leaders and executive change sponsors) to develop skills for their respective roles in change such as: Time (on-demand), Electronic access (meet the needs of geographically dispersed and telework approved employees) and Access to printed materials (Option to request materials, when needed, based on training delivery platforms) Ability to provide to demonstrate IRS ownership of the change management methodology by co-branding training and promotional materials and customizing classes to better meet IRS needs and respond to IRS challenges and emerging initiatives. Ability to provide change management methodology that is researched based and focuses on supporting people to make changes required of them in organizational change. Ability to provide electronic access to specialized programs for change practitioners to further develop their competencies and support their organizational clients, in leading enterprise-wide initiatives. Ability to provide electronic access to change management tools, assessments and other resource materials that integrate into change initiative project plans. Ability to provide resources based on a structured framework to increase the likelihood of success of change initiatives. Ability to provide measurement factors to assess success of change management efforts. Ability to provide digital library of best practice research on successful change practices. Submission Instructions Vendors shall reference �RFI_IRS_Enterprise_Change_Management� in the subject line of their response as well as in the subject line of any other e-mail correspondence referencing this notice. Interested companies are requested to provide the following: 1. Company name, DUNS Number, organization name, address, emails address, Web site address, telephone number, and size and type of ownership for the organization. 2.) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Based on responses to this REQUEST FOR INFORMATION, this requirement may be set-aside for small business or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
