- The Federal Railroad Administration hereby submits a notice of intent to award a sole source firm fixed price purchase order to American University (AU) to provide spaces in the American University (AU) Key Executive Leadership Integrated Program: Aspiring Leader/Team Leader certificate program for five FRA employees. �The value of this contract is expected to be $36,225. This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. �The course is in conjunction with a partnership between the DOT and American University, which enables uniformity in the delivery of the course across several DOT modes as well as volume discounts. �Owing to this partnership, only American University would be able to offer the courses to the FRA. This notice is NOT a request for proposals or quotations. �No solicitation documentation exists nor will a solicitation be issued, and no telephone inquiries will be accepted. �No contract award will be made based on proposals or quotations received in response to this notice. �Information received because of this notice will be considered solely for determining whether to conduct this procurement on a competitive basis. �The Government does not intend to pay for any information provided under this notice. The determination not to compete this proposed contract action is solely within the discretion of the Government. If any interested party believes they can meet the above requirement, it may submit a statement of capabilities.� The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.� If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Interested parties with the capability of meeting the proposed requirements are requested to provide supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to Christie Ong at christie.ong@dot.gov no later than 9:00 a.m. EDT, Wednesday, June 17, 2020.
