Description

Synopsis and Notice of Intent to Sole Source OCLC Subscription Renewal This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for notification. The purpose of this synopsis is to announce the United States Patent and Trademark Office�s (USPTO) intent to negotiate a commercial, Firm Fixed Price sole source purchase order with OCLC, Inc., located at 6565 Kilgour Place, Dublin OH 43017-3315 in order to obtain certain cataloging and metadata subscriptions.� Extensive market research has demonstrated that there is only one vendor capable of fulfilling the USPTO�s needs.� The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. The NAICS code for this acquisition is 519120, with a size standard of $16.5M. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for market research purposes.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, informational responses received by 06/18/2020 1:00 PM Eastern Time to the points of contact below will be considered.
