- The U.S. Army Contracting Command � Rock Island, on behalf of the Joint Program Executive Office � Armaments and Ammunition (JPEO A&A), intends to issue a Request For Proposal (RFP) W52P1J-19-R-0127, on or after 26 June 2020 with an estimated closing date of 45 days after issuance. The RFP will be competed as a 100% Small Business Set Aside for the Nose Plug and Support Cup. The requirement will utilize a best value approach in accordance with Federal Acquisition Regulation (FAR) 15.101-1.� The following items will be included in the solicitation: � ITEM���������������������������������� NSN������������������������������ ����������� PART NUMBER��������������������������������� �� Projectile Nose Plug����������� 1325-00-124-1538�������������� 9211803 Support Cup������������������������ 1325-00-609-2344�������������� 1211676 The applicable NAICS code is 332993, Ammunition (Except Small Arms) Manufacturing, with a size standard of 1,500 employees. The RFP will solicit proposals for a Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) production contract. The minimum guaranteed quantity (MGQ) is a quantity of 10,000 each of Projectile Nose Plugs, and a quantity of 10,000 each Support Cups. The contract will consist of five one-year ordering periods to award FY21-FY25 requirements.� The total five year maximum quantities combined awarded as a result of the RFP are as follows: Projectile Nose Plug:� 300,000 ea. and Support Cup: 300,000 ea.� The contract will also contain First Article Test (FAT) requirements.�� FAT is required to be performed by the contractor for both items. FAT shall be completed 210 days after issuance of the Delivery Order. FAT Reports are required to be submitted for U.S. Government disposition 240 days after issuance of the Delivery Order. �Production deliveries are required to begin 365 days after issuance of Delivery Order.� Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity.� The Technical Data Packages (TDP) associated with the Projectile Nose Plug and Support Cup is classified as Distribution D - limited distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 as Amended, titled, 50 U.S.C. App 2240 Et Seq. All TDPs will be available for access electronically via beta.SAM.gov website (formerly Fed Biz Opps (FBO)) once the RFP is released.� An Offeror must have an approved DD Form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the TDPs. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the RFP.� Contractors may obtain information on beta.SAM.gov registration by visiting: https://www.acquisition.gov.
