Description
Please see the attached solicitation for full deatils.� Background The Winchester Engineering and Analytical Center (WEAC) requires equipment that is capable of measuring heating element temperatures used in electronic nicotine delivery systems (ENDS). This equipment will enable WEAC engineers to perform research and develop test methods on e-cigarettes, vapes, and other nicotine delivery systems. This work is being conducted in accordance with an agreement between the Center for Tobacco Products and WEAC. Purpose WEAC has been charged with the development of test methods for ENDS products. One critical aspect of these products is the heating element. Accurate measurement of the temperatures achieved is necessary. Prior research has determined that the best approach will be to use a Forward Looking Infrared Camera as opposed to a contact thermometer. Requirements The contractor shall provide one Forward Looking Infrared Camera that has the salient characteristics below. �� Salient Characteristics: Infrared camera capable of making discrete pixel temperature measurements Range at least as wide as -40�C to +650�C (-40�F to +1,202�F) Accuracy �2�C or �2% of reading Spectral Range of approximately 7.5 � 14.0 ?m Resolution of 640 � 480, or better 25 degree viewing angle, or better Provides min, max, and average temp readings Able to perform zoom / microscopic functions Microscopes close-up 25 ?m, or better Able to specify areas within the viewing field to be selectively measured Able to trace out the areas / shapes to measure the temperatures only within the traced area Focus: Automatic and Manual (motorized) Approximate size (L � W � H ) w/o lens approximately 216 � 73 � 75 mm (8.5 � 2.9 � 3.0 in) Capable of mounting on three sides, (such as: ��-20;� 2 x M4 on three sides) Digital data streaming, command and control Ethernet and/or USB connectivity PC software to view and analyze digital data and imaging Trade and Service Specifications: The instrument must be newly manufactured unit, not used and refurbished or previously used for demonstration.� The Government must be able to expect routine customer service and technical support to be available from the vendor during its lifecycle. The entire system must be warranted for parts and labor for a minimum of 12 months from the date of formal government acceptance.� The vendor must also be capable of servicing the instrument through the extended warranty or service contract.� The system must include at least a one (1) year warranty and shall include at a minimum: coverage on all non-consumable items and parts supplied including base instrument, factory-certified replacement parts, engineer labor and travel costs.� �This requirement does not obligate the Government to purchase an extended warranty. Any equipment repair and maintenance work shall be performed by an OEM-trained engineer.� This factory-trained engineer shall have (verified by the OEM) the following: 1) access to OEM factory telephone support; 2) access to the most current OEM factory training for both hardware and software components; and 3) access to all current OEM factory parts, not build-to-order parts.� The OEM-trained service engineer shall not use salvaged parts from other instruments for performing maintenance and repairs.� All parts used in PM and repairs must be guaranteed, factory-tested, OEM quality parts. Instrument to be delivered no later than 30 days after award.� The systems shall be delivered with all necessary supplies and accessories required for start-up. The instrument shall not be accepted until the technical requirements have been met.� During the warranty period, the Contractor shall be able to guarantee that a service engineer will be able to work on site within three business days of notification when problems cannot be resolved remotely. A Calibration Certificate is also required. Records and Reports The Contractor shall, commensurate with the completion of each service call (inclusive of warranty service), provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended and parts/components replaced.� In addition, the Contractor shall provide monthly reports to the FDA PROJECT OFFICER and Contract Specialist, not later that the 5th work day following the end of each month, summarizing all maintenance and repair activities (including warranty work) for the previous month (during months that work is performed).
