Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY (Please read this notice in its entirety prior to responding) The intent of this Sources Sought Announcement is to assist in our decision-making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Larry Facio, Contracting Officer. Responses to this notice shall be sent by email to larry.facio@va.gov by the due date and time of 06/15/2020 by 12:00 p.m. (Pacific Time). This is for a Base Year Plus Three Option Years contract. The Contractor shall furnish all labor, materials, parts, equipment, tools, travel time and transportation to provide preventive maintenance, system updates, repair, replacement, and configuration of the Government owned Siemens Force CT, Medrad Stelland D Injector, Siemens Magnetom Skyra, Medrad Spectris Solaris Injector located at the Department of Veterans Affairs (VA), Palo Alto Health Care System (VAPAHCS). Period of Performance: Preventive maintenance, system updates, troubleshooting, and repair of the covered Siemens systems shall be performed according to the terms and conditions specified in the national DoD contract referenced above. Maintenance & Repair Standards: The contractor shall follow the manufacturers recommendations for repair and maintenance of the equipment. This is The Joint Commission (TJC) requirement for medical equipment. Parts: The Contractor shall furnish and replace all necessary parts as required to return equipment to full manufacturers accepted performance. All parts supplied shall be Original Equipment Manufacturer (OEM) parts and compatible with existing equipment. The contractor shall use new parts only. Re-built or backward-engineered parts are not permitted. Service Calls Contractor personnel shall schedule with Biomedical Engineering prior to performance of services. Payment for services will be held if the Contractor does not follow proper reporting procedures. The Contractor shall check-in with Biomedical Engineering and sign the visitor log when they arrive for a PM or service. The Contractor will also sign out with Biomedical Engineering at the completion of a PM or service. The Contractor shall submit all mobile media to be used on VA owned medical equipment for scanning for malware/viruses before plugging the mobile media into the medical device. Any mobile media devices found to have an infection will not be allowed to be used on VA equipment. System Updates: Contractor shall provide all OEM system updates once released and validated by the OEM. Documentation The Contractor shall provide individual service reports that reference services performed on the equipment at the conclusion of the repair. The following information must be provided in each service report. Date of service and name of service representative Summary of action taken Equipment details (description, equipment ID, serial number, etc.) Labor hours Parts used and/or replaced The Contractor shall deliver the service reports via e-mail to the COR. A copy of each report must be left with the COR or designated representative at the time the services were completed. Contractor Qualifications - Contractor personnel shall be trained and qualified to work on all components of the covered systems. Training must be either from the OEM or if not OEM training, the training must be certified by the OEM as equivalent. Evidence of training must be provided by the contractor within 10 business days upon request. Untrained personnel are not permitted to work on any components of the covered systems in this contract. Hours of Performance: All services shall be performed between hours of coverage from 8:00 am to 5:00 pm or after hours at discretion of the COR (i.e., emergency service calls). Response Method: The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. When responding, in Subject line insert: Sources Sought VAPAHCS Siemens Equipment Maint At a minimum, the following information shall be provided: 1. Company Name; 2. Company Mailing Address; 3. Point(s) of Contact including telephone number(s) & email address(es); 4. Socio-Economic (i.e. Small/Large Business, HUBZone, Service Disabled Veteran Owned, 8(a), etc.) as it relates to NAICS Code 811219 ($22 Million). 5. Provide a summary of the type of services performed and experience as it relates to Imaging and Injector Equipment Maintenance and Servicing. 6. DUNS Number 7. Additional information and/or comments. Veterans First Contracting Program and the VA Rule of Two (Kingdomware v. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. In addition, this requirement has been determined to be set aside as SDVOSB or VOSB acquisition, only SDVOSB or VOSB that respond to this specific notice with in the above stated due date will be eligible for award. As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Contractors must be able to quickly identify, screen, and process employees for rapid on-boarding with the healthcare facilities identified. Contractors must be able to quickly adapt to changing needs.
