- This announcement constitutes a SOURCES SOUGHT for information and planning purposes to identify qualified and experienced sources for an anticipated Firm Fixed Price (FFP) award to provide specific training courses for Shipbuilding Specialists and other required MARMC personnel in the command. This sources sought notice does not constitute as a Request for Quote (RFQ) nor does its issuance restrict the Government as to the ultimate decision of the acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. THIS IS NOT A SOLICITATION. The Mid-Atlantic Regional Maintenance Center (MARMC) of Norfolk, Virginia is seeking to identify qualified and experienced sources capable of providing instruction for the following three courses. Course #1:� Marine Blueprint Reading (three, 3-day classes, with 12 students per class) Course Description:� Present purposes and principles of reading a variety of naval ship drawings which the craftsman or technician is normally required to read and interpret accurately to accomplish the work.� All aspects of blueprint layout, components, handling and security according to military specifications are covered along with lines, math and measurements involved in drawings.� Assessment is achieved through hands-on practical demonstration of knowledge and work with blueprints of mock-ups that relate to maritime blueprints to include class quizzes and a final exam in written and practical form.� This course is mission essential and a Job Certification requirement for Shipbuilding Specialist at MARMC. Course #2:� Cableways Inspection Certification (three, 3-day classes, with 12 students per class) Course Description:� Presents purposes and principles of reading a variety of naval ship drawings which the craftsman or technician is normally required to read and interpret accurately to accomplish work.� All aspects of blueprint layout, components, handling and security according to military specifications are covered along with lines, math and measurements involved in drawings.� Assessment is achieved through hands-on practical demonstration of knowledge and work with blueprints of mock-ups that relate to maritime blueprints to include class quizzes and a final exam in written and practical form. This course is mission essential and a Job Certification requirement for Shipbuilding Specialist at MARMC. Course #3:� Deckplate Fundamentals (three, 5-day classes, with 12 students per class) Course Description:� This course is designed for Shipbuilding Specialist (SBS) to gain a broad overview of multiple disciplines within the ship repair industry.� The course will enhance the SBS�s knowledge, skills and abilities of various trades (Mechanical, Electrical and Pipefitting) for conducting check-points.� Participants will learn through the use of classroom presentations, guided discussions and hands-on training.� Individuals will be required to take a written test and obtain a grade of 80% or higher. Period of Performance:� From Award Date to 30 December 2020. A daily signed roster of who attended each day is required.� On the first day of class, the roster shall be provided to the MARMC Training Division (C1140) within one hour of class start to assess any no-shows in order to�� get a replacement if possible.� The completed roster shall be provided to the MARMC Training Office within 3-5 working days after the end of each class. Place of Performance: The classroom must be located within the Hampton Roads Area (Norfolk, Hampton, Chesapeake, Virginia Beach, Portsmouth, and Suffolk). The classes can be staggered to accommodate any of the 36 employees who may need to take all three courses. Deliverables: Course Roster Sheet - Due on the first day and on the last day of the class Course Completion Certificate for each Student Course Completion Report (Successful/Unsuccessful) Delivery and Performance Information The Contractor shall provide deliverables 3 � 5 working days after the completion of each course. The period of performance for the three courses is from date of award to Dec 30, 2020. Responses to this Sources Sought shall include the following information in this format: Company name, address, point of contact name, phone number, fax number and email address. Contractor and Government Entity (CAGE) Code. Business Size � Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. Only interested and capable parties should submit a written expression of their interest to susan.gavano@navy.mil by 10:00 A.M. EST on Wednesday, June 24, 2020. Again, this is not a request for quotation. Respondents will not be notified of the results.
