Lovell Federal Health Care Center Naval Station Great Lakes 3001 Green Bay Road North Chicago, IL 60064-3048 Page 3 of 3 Overview: The Department of Veterans Affairs, Great Lakes Acquisition Center (GLAC) is searching for SDVOSBs, VOSBs, or Small Businesses with the capability of performing annual maintenance and testing on sixty-three (63) Automatic Transfer Switches ( ATS ) of various manufacturers at the Lovell Federal Health Care Center ( FHCC ). Contract requirements include: ATS Annual Inspection. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision required to perform annual maintenance and testing on all FHCC ATS (Note: All annual maintenance and testing shall be conducted in accordance with Original Equipment Manufacturer ( OEM ) standards and specifications.). Such annual maintenance and testing shall include: Checking all voltage sensors, adjusting as necessary; Performing comparative temperature (infrared) readings across all contacts; Photographing every ATS with a color, infrared camera before and after maintenance and testing; Checking all accessories, adjusting as necessary; Inspecting all main contacts for wear, corrosion, and proper function; Checking the integrity of all control panel s electrical hardware; Performing a millivolt drop test across all normal and emergency contacts; Inspecting all light bulbs for proper operation, replacing as needed; Inspecting all mechanical interlocks for wear, corrosion, and proper function; Inspecting all interlocks for wear, corrosion, and proper function; Lubricating all moving parts, as necessary; Inspecting all limit switches for wear, corrosion, and proper function; Visually inspecting all ATS enclosures for wear, corrosion, and proper function; Inspecting all engine start contacts and connections for wear, corrosion, and proper function; and Performing a transfer switch test to ensure proper function. Service technicians shall coordinate any electrical shutdown with the FHCC Electric Shop supervisor prior to performing this test. All tests shall be performed in the presence of a VA employee designated by the FHCC Electric Shop supervisor. Affixing an inspection sticker to each ATS upon successful completion of annual maintenance and testing, which shall at a minimum include: company name; date inspection was completed; and name of service technician(s) that performed the annual maintenance and testing. Annual Maintenance and Testing Report. An annual written Report of all work performed under this Contract shall be provided to the COR within seven (7) calendar days following completion of annual maintenance and testing of all ATS. Content: This Report shall contain the following information: Company name, address, telephone number, and fax number; Name and signature of service technicians that performed the actual ATS maintenance and testing; This Contract s number and name and e-mail address of the Contracting Officer or Contract Specialist administering this Contract; Specific maintenance and testing information for each ATS, including: Location; Type; Name and nameplate information; Date and time of maintenance and testing; Test data and results; Color infrared pictures taken before and after maintenance and testing; Condition, including any deficiencies; Recommended corrective actions, if any. (Note: A quote may be provided by the Contractor, but no additional work outside the scope of this Contract shall be performed without a valid Contract Modification, in accordance with FAR 52.212-4(c).) Copies of the service technicians EGSA Certified Systems Technician Journeyman certification, as referenced in Paragraph E, below; Description(s) and model number(s) of any specialized tools or equipment used in performance of the work, e.g., infrared scanning camera; Format: The Contractor shall submit two (2) paper copies and one (1) electronic copy on CD-ROM or DVD of the Report. All materials referenced in the Report shall be included in electronic format on the same CD-ROM or DVD as the Report. Service Technician Requirements. All service technicians performing work under this Contract shall be an EGSA (Electrical Generating Systems Association) Certified Systems Technician Journeyman. Naval Station Great Lakes Access. Proof of current access to this Navy base, or evidence that such access will be granted by the start of the Base Year (July 1, 2020). All interested, responsible sources must submit a capability statement by 5:00 p.m. local time, Wednesday, June 17, 2020, to Robert.Knight1@va.gov, to include the following information: Company experience in providing ATS maintenance and test services, to include number of years of experience and any examples of current contracts in place with government or commercial entities, to include contract number if with the Department of Veterans Affairs; and Customer point of contact information for contracts listed in company experience. This Sources Sought Notice is issued solely for information and planning purposes to determine availability of qualified SDVOSBs/VOSBs and does not constitute a solicitation. All information received in response to this Sources Sought Notice that is marked as proprietary will be handled accordingly. Please note that this is not a request for quote; the Government is seeking information for market research purposes only.
