Description

The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) award to Gans & Pugh Associates, Inc., Address: 690 Center St. Suite 201 Herndon, VA 20170.� This procurement is being conducted under simplified acquisition procedures in accordance with FAR Part 12 and 13. The purpose of the acquisition is to procure three (3) Flashback-4/4G Kits Part Number: FB4G-5817-KT for the Coast Guard Counterintelligence Service (CGIS) Technical Surveillance Countermeasures (TSCM).� Gans &Pugh is �the �sole manufacturer/provider of the Flashback-4 Kit and is the only organization authorized to provide upgrades, maintenance and repair for these systems without violation of warranty, equipment damage, or performance degradation from unauthorized components and software.�� The Flashback-4Kit is the only system compatible and interoperable with the older equipment purchased by the CGIS TSCM program. This action is being taken in accordance with FAR 13.106-1(b). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� The Government does not intend to pay for information provided in response to this notice. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.� All responses shall be submitted to the Contract Specialist, Jazmine Gordon via email to Jazmine.T.Gordon@uscg.mil �by 12:00 PM EST on June 17, 2020 reference no. 70Z02320QR2601200.� As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.�
