- DESCRIPTION AND BACKGROUND: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide a real time PCR system. The �current system has reached end-of-service-life. The vendor has offered a trade-in to a newer model, which will provide comparable results to previously published papers, reduce the need to retrain staff in new software, and increase the flexibility of analysis with a new sample block. as per attached justification. The end user is in the middle of ongoing experiments based on previously published data. Changing variables in the middle of the project/experiment would compromise the integrity of the outcome. Using a model which will give the same quality of data is essential. Using this upgraded model from the same product line will ensure that the results are comparable. Replacement parts must be compatible with existing equipment, and the parts are proprietary to one vendor. Two existing heating blocks will be kept and used from the older RT-PCR system. This will save the government the cost of purchasing thee blocks to maintain the same level of service from the instrument if another manufacture is chosen. The end user has the most confidence in the quality of results from this model line from their 30 years of experience. From conversations with their peers in other laboratories with other models, they are aware of the capabilities from other vendors. From this experience, and additional online market research, the user has determined only this model of instrument will meet the level of quality required. Additionally, staff would need retraining to use a new vendor and model�s software since the end user already optimally uses the same software that the new system will use. Retraining will add additional cost and study down-time as the user familiarizes themselves with the new software. The vendor has offered a trade in credit towards a newer model, which will include a third style of heating block. The current system is at end-of-service-life and would otherwise be sent to Excess where it is unlikely to be reutilized. GSA pricing and other vendor third party source packages will include the heating block style we already own, and not the needed third style. Additionally, the vendor is the manufacture for the model, and all other 3rd party source prices will be higher than Thermo-Fisher-Life Technologies corporation�s offer. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis Life Technologies Corporation.� In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided below. Special Notice: The proposed contract action is �to upgrade to a newer system with a trade-in as well as for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Notice� will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 9:00 am, ET, June 26rd �2020. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
