- This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The 27th Specialized Contracting Squadron (27 SOCONS) hereby announces its intent to issue a solicitation entitled, ""FA485520B0006, Repair Primary and Secondary Electrical Distribution Phase 3 at Cannon Air Force Base (CAFB), New Mexico (NM)"" as described within this announcement. This project is a firm-fixed-price solicitation, utilizing Two-Step Sealed Bidding procedures prescribed at FAR Subpart 14.5.� The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) requesting technical proposals, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. Project Description: This construction project is to replace the Primary and Secondary Electrical Distribution at CAFB, NM in accordance with (IAW) the Statement of Work, Specifications and Drawings.� The contractor shall replace the overhead distribution system with an underground system.� The underground system shall be installed via boring and trenching and shall meet specifications referenced within the solicitation.� Additionally, the work to be completed shall meet standards of the governing agency when it falls outside the jurisdiction of the Air Force, including but not limited to Burlington North Santa Fe (BNSF)/Jones Lang LaSalle (JLL), New Mexico Department of Transportation (NMDOT), New Mexico Department of Safety, Xcel Energy, Blue Stake/811, and the Eastern New Mexico Water Use Authority (ENMWUA). The estimated performance of period is 210 calendar days. Project magnitude is between $5,000 and $1,000,000. This is a competitive Service Disabled Veteran Owned Small Business (SDVOSB) set-aside and all responsible SDVOSB offerors are encouraged to participate. This will be a Two-Step Sealed Bid Process.� The two-step procedure is designed to obtain the benefits of sealed bidding by awarding a contract to the lowest price, responsive, and responsible offeror. �A firm fixed-price contract will be awarded to the responsive and responsible Bidder, whom the Government determined had an acceptable Step One proposal, conforms to the solicitation, is fair and reasonable, and bids the lowest overall price. Step One consists of the request for, submission, evaluation, and (if necessary) discussion of a technical proposal. �Only one technical proposal may be submitted by each offeror. �The proposals are evaluated for technical acceptability IAW evaluation criteria found in Section M of the solicitation. �The technical proposal shall not include prices or pricing information. �Offerors should submit proposals that are acceptable without additional explanation or information. �The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted. �The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. Negotiations or discussions are held, if necessary.� A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability. In Step Two, the normal sealed bid process will be followed. �Only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions in Step One, will be considered for award. �Awards in the second step will be based on lowest price. �Each bid in the second step must be based on the bidder�s own technical proposals. It is anticipated that Step One will be released on or about 1 July 2020. Step Two of the solicitation will only be available to those offerors selected to advance. Vendors must be registered with the System for Award Management (SAM) database to receive a Government contract award.� Vendors must also be registered in Representations and Certifications Applications (included in SAM). �The North American Industry Classification System (NAICS) Code applicable (237310) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. �Vendors may register for SAM online at www.beta.sam.gov.
