- Sources Sought Synopsis Only This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small business, small disadvantage business, Veteran owned small business (VOSB), Service disabled Veteran owned small business (SDVOSB), or large business) relative to NAICS 611430 with a size standard of $11.0 Mil. Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified and verified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the service, VA will set aside the underlying solicitation per 38 U.S.C. §8127. Responses to this synopsis shall be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on Contract Opportunities and/or GSA eBuy websites. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement separately from responding to this sources sought announcement. General Requirements: The Department of Veterans Affairs (VA), Network 22 Contracting Office is seeking sources that can provide Tuition Fees for Women s Leadership Training for Six (6) staff members for the study of Healthcare Innovation for the Greater Los Angeles (GLA) Research and Development (151) located at the VA Greater Los Angeles Healthcare System (VAGLAHS) located at 11301 Wilshire Blvd, Los Angeles, CA 90073. The Contractor shall provide all necessary and appropriate resources necessary to perform the services requested herein. The Contractor shall provide advanced leadership training through its world-renowned Women s Leadership Institute Specific content shall include, but is not limited to: A Review of the Current State of Women Leaders Leadership Dynamics using the Birkman Assessment Leading Team Decision Making Organizational Savvy Mentoring and Networking Strategies Leadership and Strategy to Achieve individual and team objectives Bringing the Whole Self to Work and Action Planning Coaching, Personal Assessments and Journaling The contractor shall work solely with the VA Greater Los Angeles Health Services Research and Development (HSR&D) Center of Innovation leadership and staff on the tasks below. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), Tasks to be performed include three (3) days of leadership training by faculty assembled from UCLA, UC Berkeley, Harvard, Yale, and private industry: The Vendor shall perform peer mentoring exercises to develop professional and personal empathy and trust; guide discussions on classic mentoring techniques and provide methods for developing enhanced listening skills. The Vendor shall engage participants in understanding the six different styles of leadership through team building exercises and discussions, identify the unique added value of women leaders, and develop systems for getting things done in complex organizations. The period of performance shall be from August 26, 2020 through December 9, 2020.
