Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement pursuant to FAR 6.302-1, for an Omnicell Cabinet and Locking Drawers for the VA Ann Arbor Healthcare System Pharmacy, 2215 Fuller Road, Ann Arbor, MI 48105. The Department of Veterans Affairs intends to award a sole source, firm-fixed price FSS delivery order to Omnicell, Inc., 590 East Middlefield Road, Mountain View, CA 94043. The associated North American Industry Classification System (NAICS) Code is 339112 Surgical and Medical Instrument Manufacturing, and the Business Size Standard is 1,000 Employees. The proposed procurement is for one (1) Omnicell XT MED 2-Cell Cabinet, Part Number MED-FRM-102, and eighteen (18) Metal Locking Drawers, Part Number MED-DRW-009. This Notice of Intent applies to the Metal Locking Drawer portion of the order only, as these are open market items, but will be added to the FSS order as a matter of convenience in accordance with FAR 8.402(f). The Ann Arbor VA s current fleet of automated dispensing cabinets (ADCs) are Omnicell units, and they currently maintain over 40 Omnicell ADCs. These units operate on the Omnicell Omni center server which runs Omnicell proprietary software. With the COVID-19 pandemic the hospital has to redesign and remodel some of the areas to increase the number of rooms, beds and Omnicell equipment to expand for additional ICU beds needed to support patients with COVID-19 and new ICU areas built for non-COVID patients. It is the Government s belief that the proposed Omnicell equipment is solely manufactured and distributed by Omnicell, Inc. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 11:59 PM Eastern Time, Thursday, June 18, 2020. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
