Description
Offerors must review all documents attached to this solicitation and submit their offers in accordance with the instructions to Offerors.� DESCRIPTION:� THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.� THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION UNDER FAR PART 13.� The associated North American Industrial Classification System (NAICS) code for this procurement is 441310 � Automotive Parts and Accessories Stores with a Small Business Size Standard of $15.0 Million. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 dated 06/05/2020. This requirement is a 100% small business set aside. BACKGROUND INFORMATION AND SCOPE:� The National Institute of Standards and Technology (NIST) located in Gaithersburg, MD has a requirement to procure a custom designed truck bed and lift gate to be affixed and mounted on a 2020 BCM2 Freightliner 4x2 Regular Cab and Chassis, having a Cab to Rear Axle Dimension of 139� and Equipped with Standard Dual Rear Tires or equal (VIN# 3ALACWFD8LDME8684).�� The custom bed and lift gate and all equipment shall be new and not refurbished and must become the property of the Government. INSTRUCTIONS TO OFFERORS: Quotations must conform to solicitation and be prepared in accordance with this section. �To aid in evaluation, the quotation shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date, and the solicitation number. System for Award Management (SAM) -�In accordance with FAR 52.204-7, the awardee must be registered in SAM (www.sam.gov) prior to award. Refusal or failure to register shall forfeit award. Addendum to FAR 52.212-1, Quotation Preparation Instructions: a. Offerors shall perprare their quotes in accordance with FAR 52.212-1, Instructions to Offerors -- Commercial, along with the following required items: A firm-fixed-price quote with a completed Schedule of Items. Engineered drawings and/or cut sheets of the proposed bed and lift gate. Copies of all applicable welding certifications.����������� A completed Buy American Certificate per FAR 52.225-2. Copy of current System for Award Management (SAM) record.� b. Offerors shall submit their quotes electronically in Adobe PDF format, via email, to Trent Stevens at trent.stevens@nist.gov with the subject title �Quote Submission - �1333ND20QNB190367, Cylinder Truck Bed and Lift Gate�.� E-mail submissions must be checked and determined to be ""virus-free"" prior to submission.� c. All offers must be received prior to the stated due date.� Late submissions will not be considered for award. d. The Government requires your quote remain valid for 90 calendar days from date of submission Quotes, and any questions regarding this synopsis/solicitation, shall be submitted by e-mail to the Contract Specialist, Trent Stevens, at trent.stevens@nist.gov. EVALUATION AND AWARD: 1. Evaluation Criteria: Lowest Price Technically Acceptable 2. Evaluation Factors: � �a. Offerors will be evaluated utilizing the following evaluation criteria: � � � � i.� Responsiveness � Offerors will be evaluated to determine if their offer is complete and responsive.� To be determined acceptable, Offerors must submit all required items listed in the Instruction to Offerors section.� � � � �ii. Technical Conformance � The Government will review the Offerors engineered drawings and/or cut sheets provided to determine whether the Offerors proposed bed and lift gate meet the required specifications.� Offerors are responsible for submitting all technical information necessary for the Government to evaluate.� 3. Basis for award: The Government intends to make a single award to the Offeror who is the lowest priced, technically acceptable. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with the evaluation factors and the solicitation. The Government does not intend to enter into discussion and may award a purchase order on the basis of initial offers received but reserve the right to do. �Therefore, each initial quotation shall contain the offeror�s best terms.
