- Description
- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with S G Frantz of Bristol, PA for a magnetic separator for use by the NIST, Gaithersburg, MD. ***** Sole source determination is based on the following: The government requires a laboratory-scale instrument to perform separation of crushed rocks to separate mineral components based upon their magnetic susceptibilities. S.G. Frantz is the only company to provide a lab-size instrument designed to work with crushed rock powders, with precise user-control over the instrument settings to separate magnetic and to separate ferromagnetic minerals based upon their magnetic properties. This instrument is an essential part of an effort to isolate specific mineral pyrrhotite from host rock after the rock has been crushed to a powder. This manufacturer is the only one that produces a laboratory-scale instrument for magnetic separations and an instrument that works with powdered specimens. Large industrial magnetic separators do exist but they are designed to work with fist-sized materials and larger. This is too coarse a scale for our needs. The instruments also do not fit the size requirements that NIST has. The instrument must meet the following specifications: Ability to separate mineral particles on a laboratory scale based upon their magnetic properties with user input to set sensitivity levels Ability to adjust instrument power settings, mineral traverse chute vibration, and instrument incline to optimize separation potential Ability to separate ferromagnetic minerals according to differences in their respective magnetic properties based upon instrument settings Ability to work with sample sizes from less than 1 g to 250 g Operates on 120 V AC power, 5 amps or less Instrument must fit on a laboratory bench S.G Frantz is the only company that can provide an instrument that meets NISTs needs. S.G Frantz does not have any authorized resellers/partners that are able to supply this instrument to the Government. If NIST does not purchase the instrument from S G Frantz, we will not be able to make magnetic separations based upon mineral magnetic susceptibility. The ability to set the instrument at different magnetic field levels is a unique feature that makes these separations possible. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Brian Jamieson at Brian.Jamieson@nist.gov. All responses to this notice of intent must be submitted so that they are received at Brian.Jamieson@nist.gov no later than June 24, 2020 at 10:00 AM Eastern Time.
