The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� INL�s Office of Knowledge Management (INL/KM) provides training and support to INL program offices to keep Americans safe by countering crime, illegal drugs, and instability abroad by addressing the full range of criminal justice issues as they relate to foreign assistance development programs globally. �INL/KM assists INL in developing strategic partnerships with U.S. state, county, municipal, and federal law enforcement, justice sector, and corrections agencies and institutions to bring up-to-date and relevant expertise to bear in INL programs. �INL/KM also conducts pre-deployment training for many of INL�s advisors before they deploy to their assignments. �Criminal justice assistance is a core component of rule of law development, which is critical to helping countries fight destabilizing crime and corruption, and promoting good governance. �INL manages criminal justice programs in numerous countries, which are implemented by an array of different implementers and advisors. � The purpose of this Personal Services Contract (PSC) is to fill the position of INL Training Coordinator (TC). �The TC is responsible for the design, development, delivery and evaluation of a comprehensive and tailored pre-deployment training program(s) for INL. �The TC is primarily responsible for training INL�s police, corrections, and justice foreign assistance trainers and advisors deploying to assignments in INL programs. � In performing this function, the TC is required to work with INL program officers to actively identify INL program pre-deployment training requirements, coordinate training with INL program offices, with the UN and other multilateral organizations, with DOS and other USG entities, and identify appropriate, qualified subject matter experts (SMEs) to assist with curriculum development and deliver instruction as needed. �The TC will also provide pre-deployment training directly to INL�s state and local partners to orient and prepare them for their roles as advisors, trainers, and mentors working on behalf of INL�s foreign assistance programming. �As part of this, the TC will oversee pre-deployment classes when in session, liaise with the training facility and contract service providers, maintain contracts for training center and staff functions and oversee contract personnel on the training team. � Additionally, the TC will provide technical expertise within INL for activities directed at improving the in-house training capacity of INL, which supports and enhances USG-funded criminal justice development assistance. �The TC will play a vital role in program development by providing expert guidance, as needed. �This position also represents INL with interagency and professional associations and assist in developing partnership opportunities with professional training and education associations on behalf of INL and their programs. �Finally, the TC will aid in conducting bureau-wide needs assessments for INL personnel and implementers to maximize staff training effectiveness. � DUTIES AND RESPONSIBILITIES� Under the direct supervision of the Washington-based INL Internal Training Team Leader, or his/her designee, the Training Coordinator will perform the following duties: 1.�� �Ensures quality in terms of the design, development, delivery and evaluation of pre-deployment training to police, corrections and justice trainers and advisors preparing for assignment to overseas assistance missions for INL. 2.�� �Leads meetings and other activities to develop plans and programs for implementation and improvement of INL�s pre-deployment training program, and coordinates with other INL program offices, the UN and other U.S. or international agencies as appropriate. � 3.�� �Oversees the effort to update and revalidate curricula and training periodically, and makes suggestions for improvement of the training program. 4.�� �Serves as a course facilitator and instructor for pre-deployment training, including at INLs training facility or facilities, and for other INL training as needed. Develops training materials as needed and appropriate. 5.�� �Provides program office oversight and day-to-day activities at the training center and of all contractors. �Works with training team staff to achieve excellence and promotes good teamwork. �Assigns duties and reasonable deadlines to trainers and tracks progress in coordination with the COR and CO. �Effectively addresses contractual issues and refers those issues to the Internal Training Team Leader (ITT), Continuing Education and Training (CET) Division Director, and COR, and CO as appropriate. 6.�� �Participates in INL/KM staff meetings. �Through regular communications with the ITT Team Leader, and CET Division Director, conveys relevant and significant information regarding programmatic activities, accomplishments, problems and solutions.� 7.�� �Provides analysis and evaluation of the appropriateness and effectiveness of the pre-deployment training program.� 8.�� �Maintains and applies to pre-deployment training a working knowledge of contemporary, professional adult centric training and education principles, methods, and techniques. 9.�� �Participates in outreach activities with domestic and international law enforcement, think-tank communities, academies, universities and professional associations to increase awareness of INL programs and to effectuate formal and informal information sharing and resource development. 10.�� �Develops and maintains professional contacts with INL program officers, regional desk officers, DOS functional bureau officers, and others at U.S. federal agencies to support pre-deployment training implementation. 11.�� �Develops and maintains a working knowledge of the organizational structure and functions of the INL Bureau and its component offices, as well as the organizational structure of the U.S. Department of State. 12.�� �Works with the ITT Team Lead and designees to develop budgets, manage contracts, and project resource needs for the INL pre-deployment training program, in coordination with the COR and CO. 13.�� �Designs and keeps current orientation and training for INL�s State and Local Partner trainers and advisors. 14.�� �Serves as an in-house expert and advisor on adult-training methodologies. 15.�� �When required, perform the role of Duty Officer. 16.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work.� 17.�� �Perform services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus or other USG agencies for a period not to exceed six (6) months . � TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �If applicable, completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post. � PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The position will primarily be located at INL�s offices at the State Department in Washington, DC. Occasional international and domestic travel maybe required. RELATIONSHIPS The TC reports to the Internal Training Team Leader, in INL/KM�s Continuing Education and Training Division (CET). � �If any TPC staff are assigned to ECTC, the TC will have oversight responsibilities over any third-party contractor who work on pre-deployment training for INL/KM. The TC may serve as a COR or a Government Technical Monitor (GTM), if they do the COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. �The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. The ITT Team Leader will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY The work involves managing and providing technical expertise for various pre-deployment training programs, simultaneously. �The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential. �� SCOPE AND EFFECTIVENESS The TC performs a broad range of tasks related to providing pre-deployment training for the INL bureau. �Pre-deployment training is the foundation for successful INL programs overseas. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain a Department of State Secret level security and Medical. (Security clearance upgrade to TS level may be required). 2.�� �Bachelor�s degree from an accredited U.S. institution; or,� a.�� �A minimum of ten (10) years of experience developing, operating and supervising a training program or programs, including curriculum development, may be substituted. � 3.�� �A minimum of five (5) years of experience as a sworn civilian law enforcement officer, a practicing attorney or correctional staff member.� 4.�� �A minimum of five (5) years of experience at an accredited training and/or education institution such as a police academy, college, university or other institution of higher learning. 5.�� �A minimum of five (5) years of management experience in an educational or training setting, with progressively increasing responsibility, of which a minimum of three (3) years developing, supervising, and operating a training program/programs, including curriculum development, in a criminal justice context. 6.�� �Demonstrated ability to understand and convey complex criminal justice and training concepts and terminology simply, and possession of effective oral, written, and presentation and communication skills. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the GS-14 equivalent level ($121,316 and $157,709 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
