- SPECIAL ANNOUNCEMENT NATIONAL PARK SERVICE GOLDEN GATE NATIONAL RECREATION AREA (GGNRA) REFUSE COLLECTION SERVICES AT FORT BAKER AND MARIN HEADLANDS. RFP No. 140P8620R0016 The National Park Service (NPS), Golden Gate National Recreation Area (GGNRA), has a requirement for Solid Waste Collection and Removal Services at Fort Baker and Marin Headlands area. The Contractor shall provide all supervision, qualified personnel, labor, materials, equipment, all mobilization and demobilization, clean up, and transportation necessary to collect, remove, and properly dispose of refuse from Marin Headlands staff and residential buildings, Maintenance and Division yards, and Fort Baker staff buildings. Project work includes, but not limited to: 1. Removal and Disposal: All refuse in the containers shall be collected as specified herein. Recyclable materials such as glass ridged plastic, aluminum and tin containers, cardboard, and paper shall be collected from residences. Food waste, plant matter and debris shall be collected from designated Compost toter or dumpster. Other loose refuse, Christmas trees and tree branches and packing containers, etc., which are placed adjacent to the container shall be picked up by the Contractor and composted. Any spillage of refuse in the course of handling operations shall be cleaned up immediately by the Contractor, including spillage from collection trucks during collection and/or hauling. Refuse containers when emptied shall be returned to their original position with the lids replaced thereon. Collection of a group of containers from pickup stations and then returning them later in the day will not be permitted. 2. Compliance with Laws and Regulations: The Contractor and any sub-contractor shall comply with all Federal, State and local laws, ordinances, statutes and regulations pertaining to the collection, transportation, and disposal of refuse and shall obtain such permits, bonds, licenses or other authorizations as may be required by Federal, State and local authorities. Offers for this requirement are solicited only from a small business concern and authorized refuse company that holds a current Franchise Agreement with the County of Marin. Offers received from company without a current franchise agreement with the County of Marin will be rejected. The Government intends to award a single, firm fixed price contract. The government intends to make award to the responsible offeror whose proposal conforms to the Request for Proposal (RFP) and is most advantageous to the government, technical factors and cost or price considered. The North American Industry Classification System (NAICS) Code for this requirement is 562111, Solid Waste Collection, with a corresponding Size Standard of $41.5 million in annual gross receipts for the past three years. Refuse Collection services is anticipated to begin on July 03, 2020 when the final contract is awarded. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors shall be required to have a DUNS number and an active registration in the System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online Representations and Certifications at the SAM website.
