- The College of Distance Education (CDE), Naval War College (NWC) has a Requirement to conduct nonresident evening courses in Joint Maritime Operations, Strategy and War and Theater Security Decision making to be held in the Washington DC, Norfolk VA, Great Lakes, Il, Dahlgren VA, New Orleans, LA and Pearl Harbor HI Areas. The courses are essentially the same as taught in residence at the Naval War College, with the CDE resident faculty preparing the course syllabus, procuring teaching materials, and funding administrative expenses. Because the site of the courses is removed from the NWC it is necessary to contract for individuals who reside in those areas to serve as an instructor and local administrator for the courses. This requirement will be solicited as a small business set-aside. The NAICS Code is 611710 with a Size standard is $16.5M. This Requested for Quote shall be prepared in accordance with FAR 13, Simplified Acquisition (SAP) for Commercial Services. The Government will award a firm Fixed-price contract to the responsible offeror whose quotation represents the Best Value to the Government. The RFQ will outline the Evaluation Factors. RFQ N0012420Q0156 will be released on or about June 22th, 2020 with a closing date of around July 10th, 2020. All responsible sources may submit a quotation which shall be considered by the agency.
