- DISCLAIMER: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR QUOTE, PROPOSAL, OR BID. This notice is not a solicitation as defined by FAR 2.101, therefore it shall not be construed as a commitment by the Government to enter into a contract, nor does it restrict the Government to an acquisition approach. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. Information submitted in response to this notice is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government is requesting that restrictive or proprietary markings not be used in response to this notice. If a solicitation is released, it is will be synopsized in the Contract Opportunities website or GSA. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this RFI. 1. Title: VISN 16 Emergency Preparedness Wrap Around Services 2. Purpose: Seeking contractors with the capability to provide the required services as a Single contractor responsible for directing the entire operation and providing all services herein, either as a Prime or through sub-contractors. The anticipated Small Business Administration (SBA) size standard for the North American Industry Classification System (NAICS) code 624230 (Emergency and Other Relief Services) is $35.0 million. 3. Contract Type: The resultant contract shall be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period of 12 months plus Four (4) 12-month option periods to be exercised at the discretion of the Government. 4. Place of Performance: Arkansas, Texas (within 200 miles of Houston), Louisiana, Mississippi, Alabama, Oklahoma, Missouri, and Florida (limited to Florida Panhandle 215 miles south of Biloxi, MS). However, locations will be determined based on the event and need. 5. Responses Requested: VISN 16 requires the following questions answered in this RFI: Answers that are not provided shall be considered non-responsive to the Request for Information and the contractor shall not be considered as part of the market research. Please provide evidence of your company s capability in order to be determined capable to provide this service. Evidence can be submitted through resumes and certificates of training. Contractors shall also provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and Data Universal Numbering System (DUNS) Number. Is your company a small business, SDBs, HUBZone, SDVOSB, VOSB or 8A concern? Contractor shall provide communication in capability statement. Contractor shall provide proof of qualifications. Has the contractor provided similar services? The contractor shall provide in their capability statement a list of active contracts for commercial, federal, state, and local governments. The listed contracts shall provide communication on the Government requirement illustrating the capability for comparison. Is your company available under any Government Wide Agency Contract (GWAC), General Services Administration Schedules (GSA), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA)? If so, please list the contract number and a brief summary of the products and services provided. Provide a short summary of your potential approach to this type of contract and meeting the specific requirements per the draft Performance Work Statement (PWS) and your experience managing similar contracts with similar requirements. 6. Opportunity: VISN 16 is seeking information from potential contractors on their ability to provide this service. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Small Business concerns are encouraged to provide responses to this RFI in order to assist VISN 16 in determining potential levels of competition available in the industry. Contractor shall provide answers to all questions requested and shall possess the capability to provide all requirements and objectives per the DRAFT PWS. 7. Instructions and Response Guidelines: RFI responses are due by July 6, 2020 at 11:59pm (CST); size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to john.walker15@va.gov All Questions shall be submitted by June 29, 2020 at 10:00am(CST) (CST) via email to john.walker15@va.gov Telephone requests or inquires will not be accepted. The subject line shall read: 36C25620Q0781 Emergency Preparedness Wrap Around Services NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 5(a) - 5(e). Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. Information provided will be used solely by VISN 16 as ""Market Research"" and will not be released outside of the VISN 16 Purchasing and Contract Team. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ. 8. This RFI/Sources Sought is issued solely for market research purposes only and does not constitute a solicitation. All information received in response to this RFI/Sources Sought that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI/Sources Sought.
