Subject:�� Verification, Validation, and Accreditation (VV&A) of the Medical Cost Avoidance Model (MCAM) for US Army Public Health Center (USAPHC). THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. � 1.0� DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. � 2.0 SUBJECT The U.S. Army Public Health Center (APHC) is part of the U.S. Army Medical Command (MEDCOM) and focuses on epidemiology, laboratory sciences, occupational health sciences, public health information and toxicology to enhance Army readiness and assure the quality and effectiveness of Army�s Public Health Enterprise.� Ensuring high-quality services is an imperative of the US Army Medical Command (MEDCOM) as it strives to become a high-reliability organization (HRO). 3.0 BACKGROUND: The mission of the APHC is to �Enhance Army readiness by identifying and assessing current and emerging health threats; developing and communicating public health solutions; and assuring the quality and effectiveness of the army�s public health enterprise.� A successful Verification, Validation, and Accreditation (VV&A) will better solidify DoD-wide confidence in the model, thereby, promoting its use as a return on investment (ROI) tool.� A VV&A is required according to DoD Instruction 5000.61, DoD Modeling and Simulation VV&A, and Army Regulation 5-11, Management of Army Modeling and Simulation. 4.0 RESPONSE INSTRUCTIONS:� �Respondents should address the following in their capabilities statement:� �The US Army Public Health Center (USAPHC) requires a VV&A of the Medical Cost Avoidance Model (MCAM) as described in DA Pamphlet 5-11 and documented according to the MIL-STD 3022. The MCAM is a web accessible application that provides decision makers the information needed to make better informed risk management decisions based on anticipated cost avoidance benefits for lowering the risk of occupational health and safety hazards. ��� The vendor will act as the Verification and Validation (V&V) Agent and Accreditation Agent As the V&V Agent, the vendor will to be expected to conduct a V&V of the MCAM per DA Pamphlet 5-11 and provide the V&V Plan outlining the methodology, data requirements, approach and findings� outlined in a V&V Report p.� As the Accreditation Agent, the vendor will be expected to conduct an accreditation assessment of the MCAM as described in DA Pamphlet 5-11 and provide a Accreditation Plan outlining the assessment criteria, methodology, and resources needed for the accreditation assessment.� This will be followed by the Accreditation Report providing results of the accreditation assessment and recommendations in support of an accreditation decision.�� All document requirements for the VV&A will be done as outlined in the MIL-STD 3022.� 5.0 CONTACT INFORMATION:� Any and all questions related to this RFI shall be directed to Ms. Brenda Mena at brenda.i.mena.civ@mail.mil.� �All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to brenda.i.mena.civ@mail.milno later than 12:00 p.m. E.S.T. on Monday, 6 July 2020.
