FROM:� (Mori Russell/408 SCMS/GULA) TO:� �� DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION:� Robins AFB, GA 31098-1813 FBO Post Title:� Request for Interested Manufacturers for 5865013796391EW, Band 3 VCO SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Band 3 Voltage Oscillator (VCO), NSN 5865-01-379-6391EW, PN 587R226H04.� ITEM DESCRIPTION The Government is conducting market research to identify potential sources that possess the expertise and capabilities to facilitate buy and qualification of the AN/ALQ-131 Voltage Oscillator NSN: 5865-01-379-6391EW, P/N: 587R226H04. In support of the AN/ALQ-131 Electronic Countermeasures Pod. The ALQ-131 Pods and their sub-components are subject to severe environmental exposure including mechanical and acoustic vibration, temperature and altitude extremes and aircraft fluid intrusion. High volume of component failure has been a characteristic of this weapon system from its inception. Interested sources may identify their interest and capability to respond to the requirements. Interested sources must have performed and maintenance of the ALQ-131 variant systems in the past. Any prospective source will need to ensure their facility and personnel are qualified to generate and handle classified material as this contract will require the source to have access to secure/classified information. Impediment to Competition: The original equipment manufacturer for this item is Crane Electronics, Inc. (CAGE 33025), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Crane Electronics, Inc. is the only known source with adequate knowledge of the Band 3 VCO performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.� INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Crane Electronics, Inc. for the manufacture of the Band 3 VCO in support of Electronic Countermeasures Pod.� Other interested parties may identify their interest and capability to respond to the requirement no later than 6 July 2020 4:00 P.M E.S.T�by emailing Morri Russell at mori.russell@us.af.mil� and/or todd.stimus@us.af.mil and/or dla.dlr.proc@us.af.mil. �The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
