- Marine Corps Logistics Command (MARCORLOGCOM) Albany, GA Contracts Department intends to negotiate a sole source, bridge contract with PrimeTech International Inc. (PTI), Cage 52DA5.� The period of performance shall commence on 22 September 2020 and conclude on 21 June 2021, if all options are exercised.. The North American Industry Classification Standard (NAICS) code is 493190 � Other Warehousing and Storage; Size Standard is $30 million.� The Consolidated Storage Program (CSP) provides the United States Marine Corps with operational management and equipment readiness for Infantry Combat Equipment (ICE); Chemical, Biological, Radiological, and Nuclear Defense Equipment (CBRN-D); Special Training Allowance Pool Equipment (STAP); and Soft-Walled Shelters and Camouflage Netting (SWS&CN). �The primary objective of the CSP is to ensure that Marines worldwide can receive individual and unit clothing and equipment so that the Marine Expeditionary Forces (MEF) are able to deploy combat-ready Marines. �The requirement is for operation and management services for the Marine Corps CSP worldwide network of over 57 Government-owned, Contractor-operated (GOCO) facilities at approximately 21 geographic locations worldwide. �This includes providing total asset visibility of a $2.7 billion dollar inventory using GOCO Information Technology (GOCO-IT) systems (i.e., Defense Property Accountability System-Warehouse Module (DPAS-WM), Marine Forces Special Operations Command (MARFORSOC) Special Operations Forces Sustainment, Asset Visibility and Information Exchange (SSAVIE), and Global Combat Support System � Marine Corps (GCSS-MC)). Justification for noncompetitive action: �PTi is the incumbent under contract number M67004-20-P-2001. �This action is pursuant to 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� The rationale for this justification is 10 U.S.C. 2304(d)(1)(B), as implemented by the FAR 6.302-1(a)(2)(iii)(B), �services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency�s requirement.� �The United States Marine Corps requires operation and management services for its CSP in order to execute its Title 10 mission.� PTi is the only responsible source the Government reasonably believes can immediately execute the required highly specialized services without resulting in unacceptable delays in fulfilling the agency�s requirement by the required commencement date of 22 September 2020.� PTi is the original source that has been performing these highly specialized and mission critical services since 21 September 2017 under competitively award contract M67004-17-F-2046; therefore, PTi is in the position to continue performance without a break in contract services prior to the expiration of bridge contract (M67004-20-P-2001), which ends on 21 September 2020.� Failure of any of these highly specialized services impacts the health, safety and life of the warfighter.� PTi possesses the necessary qualifications, training, and security clearances, which no other company can provide in a timely manner. Without a bridge contract, a break in service will occur on 22 September 2020 until the anticipated competitive follow-on award date of 18 January 2021.� The estimate was derived from the period of time between the current contract period of performance end date of 21 September 2020 and the anticipated competitive follow-on award date of 18 January 2021.� A delay of this length is unacceptable because a break in service will impact all (57) facilities across the (21) geographic locations worldwide, negatively affecting the combat readiness at I, II, and III MEF; Training and Education Command; School of Infantry-East; National Capital Region; and Marine Corps Forces Special Operations Command. No Solicitation for this effort will be issued via this portal. �The Government will not pay for any information that is submitted to this notice of proposed contract action.�� Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received that is marked Proprietary will be handled accordingly.� Please be advised that all submissions become Government property and will not be returned.� All government personal reviewing the responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC chapter 21.� The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
