- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to AcademyHealth, Inc. for activities related to the NCHS/Academy Health Health Policy Fellowship Program. As the preeminent society for health services research and health policy analysts, AcademyHealth is uniquely qualified to work with NCHS on this joint program in health services research. It is the only national membership organization that promotes the field of health services research and has the mission to strengthen the link between the users and producers of health services research. It has demonstrated itself to be uniquely positioned to capture the target audience of health services researchers of interest. Health services research has been defined by the Institute of Medicine as: A multidisciplinary field of inquiry, both basic and applied, that examines the use, costs, quality, accessibility, delivery, organization, financing, and outcomes of health care services to increase knowledge and understanding of the structure, processes, and effects of health services for individuals and populations. (IOM, 1995). Thus, its focus is distinct from statistics or epidemiology, which have been the main disciplines with which NCHS has interacted. Recruiting health services researchers requires specialized expertise and an extensive and diverse network that represents a wide array of disciplines, in addition to statistics and epidemiology: clinicians (physicians, pharmacists, nurses), specialists in health informatics and information technology, the social sciences (sociology, economics, behavioral sciences), and health communication. This program is distinct in content, nature, and recruitment strategy from other programs. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response should be emailed to the appropriate point of contact at EEH3@cdc.gov by 11:00 AM on 1 July 2020.
