This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the commercial acquisition threshold of $7,000,000 per FAR 13.003(c)(1)(ii). All equipment will be delivered no later than 60 days after award of the order. The contract action will be funded with FY20 Navy Working Capital Funds (NWCF). Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service.10 U.S.C. 2304(c) (1) - Application for brand name description FAR 6.302-1(c). �The NSWC PCD Modular Integration Division, Distributed Integration Branch (A33) Multiple Vehicle Communications System (MVCS) project has a need for lab testing and data analysis equipment. Through equipment analysis, market research, and discussions with hardware vendors, the Vertex equipment specified in paragraph 3 was determined to be the equipment that will best meet the project requirements as it is compatible with MVCS hardware and software and communications testing requirements. If another brand were to be selected, additional equipment, software reconfiguration, and engineering expert labor hours and would be required. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(a). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government�s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, Vertex is the only brand that can meet the Government�s needs. This requirement is not exempt from synopsis and will be made available through the government point of entry, BetaSam.gov. Any other facts supporting the justification: None. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. �As stated in paragraph 4 above, Vertex brand is the only company that can meet the requirement.
