Description
1.� Introduction/Purpose The Federal Aviation Administration (FAA) has an Aviation Weather Technical and Engineering Support Services requirement as outlined in the attached Draft Statement of Work (SOW) for the William J. Hughes Technical Center in Atlantic City, NJ. �This requirement is anticipated to be an indefinite delivery, indefinite quantity (IDIQ), time and materials (T&M) procurement for a period of 5 years (one (1) year base period and four (4) 1-year periods thereafter).� Support services are estimated to commence in spring 2021.� The purpose of this market survey announcement is to solicit capability statements from interested companies. 2.� Incumbent Contractor (if applicable) The incumbent contractor is Basic Commerce and Industries, Inc. (BCI) of Morristown, NJ, and the current contract number is DTFACT-16-D-00001. 3.� Nature of Competition The acquisition strategy for this procurement has not been determined.� The results of this market survey will be used as a determining factor in deciding on the level of competition. Please note that based on the FAA�s Acquisition Management System Policy at 3.2.1.2.3, the use of agency wide contract/procurement vehicles must be used to the maximum extent possible.� The responses to this announcement will be used as a determining factor regarding whether the use of an existing agency contract/procurement vehicle is appropriate. Potential sources are cautioned that no further announcement may be made if an existing agency wide contract/procurement vehicle is utilized for this requirement. 4.� Standard Language This is not a Screening Information Request or Request for Proposals of any kind; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; Any costs associated with the market survey submittal is solely at the interested vendor�s expense; Respondents will not be notified of the results of this survey or results of information submitted; and Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor.� Such information will not be disclosed outside of the acquisition team. 5. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 541330 (Engineering Services) with an applicable size standard of $16,500,000. 6.� Submittal Requirements for Market Survey Capability Statement � Interested firms are requested to submit a summary of its firm�s capability in meeting the FAA�s requirement as described in the attached Draft SOW.� Examples of your firm�s recent corporate experience (within the last 5 years) in performing similar work must be provided.� Please include any additional information to assist the FAA in planning the acquisition strategy, such as if you possess a current FAA wide contract/procurement vehicle (such as an Electronic Federal Aviation Administration Accelerated and Simplified Task (eFAST) Master Ordering Agreement (MOA) and its award number).� Also, include your firm�s business classification size.� Capability statements should not exceed five (5) pages in length. 7.� Delivery of Submittals All submittals must be received via email to the Contracting Officer, Anne Marie Ternay at annemarie.ternay@faa.gov with a copy provided to jennifer.ctr.ferrara@faa.gov no later than 5 PM (EDT) on 7/13/2020.� All questions regarding this market survey must be submitted via email to Anne Marie Ternay with a copy provided to Jennifer Ferrara no later than 6/30/2020. 8.� Other (if applicable) (a) The FAA anticipates releasing the SIR in the months to follow the Market Survey. (b) FAA will utilize acquisition contractor support for this requirement. Contract support employees have signed Non-Disclosure Agreements and will sign Conflict of Interest Agreements when appropriate.� Exclusive responsibility for source selection decision remains with the FAA. 9.� Attachment Draft Statement of Work
