- This solicitation has been amended. Please see Amendment 1 and ""W912ES20T0117-0001 RFQ for Mid-Stream Fuel at Buffalo IA"" for revised details. The U.S. Army Corps of Engineers - St. Paul District requires a contractor to supply and deliver 60,000 gallons of #2 Diesel, dyed for Off-Road Use. Fuel will be transferred mid-stream�to a Government-owned, USCG inspected floating fuel barge at UMRM 473 - Buffalo, Iowa, on June 26, 2020. Offeror shall quote PER GALLON prices for Off-Road #2 Diesel. Pdatory. The Government will issue a contract to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government shall award a contract resulting from this solicitation. The following factors shall be used to evaluate offers: Technical Approach: The Government will evaluate how the offeror s approach meets the requirements in accordance with the solicitation and Performance Work Statement and indicates a thorough approach and understanding of the requirements. Relevant or Prior Experience: The Government will evaluate the offeror's organizational experience on the basis of its breadth, its depth, and its relevance to the work that will be required under the prospective contract. The Government may consider information from individual references. Price: The Government will evaluate the offeror s price proposal to determine a Total Evaluated Price. The Total Evaluated Price shall include all CLINs as outlined in the Price Cost Schedule. The overall relative importance of the non-price evaluation factors is as follows: The Technical Approach Factor is more important than the Relevant or Prior Experience Factor. All evaluation factors other than price, when combined, are significantly more important than Price. Price will be evaluated separately. Responses should contain your best terms, conditions. Offerors shall complete and submit with their quotation the Prevailing Wage Certification and Quoter Self Performance Worksheet in order to be in compliance with the requirements of the solicitation. TECHNICAL QUESTIONS: So that the Government may respond to all questions timely and in an appropriate format, questions must be submitted no later than by Wednesday, July 1, 2020 at 9:00am CST and will be answered by amendment to the solicitation. Telephonic inquiries will not be accepted. All technical questions shall be submitted via e-mail to Victoria.Rone3@va.gov. The subject line must specify 36C25720Q0943 COVID Door Screener Questions. Questions received after this date will not be answered. QUOTE SUBMISSION DEADLINE: Quotes must be received no later than Friday, July 10, 2020 at 10:00am CST. Email your quote to Victoria.Rone3@va.gov. The subject line must specify 36C25720Q0943 COVID Door Screener. There will be no automated email notification of receipt of quotes. All quotes received without requested documentation will not be considered. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). SITE VISIT: A site visit will not be scheduled for this acquisition due to the current National Emergency concerning the Novel Coronavirus Disease (COVID-19) Outbreak. Offerors are free to visit any of the locations on their own. WAGE DETERMINATION: These services outlined in the Performance Work Statement are subject to the Service Contract Act. The DOL Wage Determination for all locations is available at https://wdolhome.sam.gov/. Please note it is the contractor s responsibility to obtain and evaluate each wage determination locality.
