Description
Description The OSD Strategic Capabilities Office (OSD SCO) is partnering with the Air Force Acquisition, Global Power Program (SAF/AQP) and Air Force Warfighting Integrating Capability (AFWIC, HAF/A5A), and conducting a technology survey and market research analysis to determine the technical maturity, feasibility and operational utility of alternative solutions to deliver stand-off and stand-in type weapons en masse, from non-traditional delivery platforms.� Preferred are solutions that could enter into experimentation and prototyping for rapid development and fielding.� SCO would like to understand the availability and cost of these capabilities in order to compare the maturity and feasibility of various technical solutions. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. SCO seeks Information from the University Affiliated Research Centers, Federally Funded Research and Development Centers, and United States companies, who are able to provide concepts that could be quickly prototyped and demonstrated in live testing.� This RFI is issued solely for information and planning purposes.� This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Submission of a capabilities statement is voluntary and is not required to propose to subsequent Broad Agency Announcements (if any) or research solicitations (if any) on this topic.� �This RFI does not commit the Government to contract for any supply or service whatsoever. Further, SCO is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that SCO is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Response to the RFI is strictly voluntary.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.� All costs associated with responding to this RFI shall be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Proprietary Information RFI responses containing information marked as �proprietary� will be protected as proprietary information. Proprietary information must be clearly marked on the outside container and on the materials inside. All information received in response to this RFI that is properly marked �proprietary� will be handled according to the Trade Secrets Act, 18 U.S.C. 1905. RFI responses will be reviewed by a team comprised of Government as well as contractor personnel hired to provide technical assistance to the Government. �All contractor members are required to protect the information by the terms of their contracts. Responders are advised that employers of commercial firms under contract of the government may be used to process responses, provide technical assistance, and/or other administrative duties requiring access to other contractor�s proprietary information. These support contracts include non-disclosure agreements prohibiting their contractor employees from disclosing any purpose other than which it was furnished. The Government shall not be responsible for any proprietary information not properly identified. Background The ability to mass firepower in future conflicts increases the range of OPLAN execution options against peer adversaries. Delivering stand-off and stand-in type weapons enmasse, from non-traditional delivery platforms, is one potential option to deliver mass firepower and could prove pivotal in future conflicts. There is a significant trade space between stand-in, stand-off solutions as well as capacity, range, and cost at a system level. �SCO would like to understand that trade space by comparing potential options. There is a classified Secret appendix that can be made available to respondents who are appropriately cleared.� Please contact barry.kiel@sco.mil to obtain a copy of the appendix.� A sample DD Form 254, Contract Security Classification Specification, will be included as an attachment to the appendix in order to provide interested parties with information regarding the expected security requirements for any prototype project. Requested Information SCO is seeking high Technology Readiness Level (TRL) concepts to deliver stand-in and stand-off type weapons en masse, from non-traditional delivery platforms in a high-end conflict. Desired are existing technologies that can be integrated to enhance capability to solve the problem outlined in Section 3.� SCO is interested in trade space between range, stand-in/stand-off capability, and operational feasibility of concepts.� Traded concepts should have high technical feasibility. Systems should consider the delivery of multiple, independent munitions to augment current traditional delivery methods. SCO is most interested in systems that are mature and relatively low-cost. Responses Interested parties are requested to respond to this RFI with a white paper to include images. White papers in Microsoft Word for Office 2010 compatible format or Adobe portable document format are due no later than July 28, 2020, 1200 EST. Format specifications include 12 point font, single-spaced, single-sided, 8.5 by 11 inches paper, with 1-inch margins.� Responses shall be submitted via secure e-mail or web site only to Barry. Kiel@sco.mil. Interested parties shall follow instructions on how to deliver white paper response package content. The white paper response to this RFI shall be structured/organized into two separate sections. Section 1 of the white paper response shall provide administrative information, and shall include the following as a minimum: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. A statement as to the submitter�s desired distribution of the white paper. Section 2 of the white paper shall be no longer than 25 pages and shall answer the interest areas addressed in Section 3.0 of this RFI. Proprietary information, if any, MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. The Government will not release provided information to Government support contractors without the express written consent of the respondent. Industry Discussion SCO representatives may or may not choose to meet with respondents after white papers are submitted. Such discussions would only be intended to get further clarification of responses to this RFI. Questions Questions regarding this announcement shall be submitted in writing by e-mail to barry.kiel@sco.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the beta.SAM.gov website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after July 21, 2020, 1200 EST will be answered. Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to understand the potential capabilities in order to compare various technical solutions. The information provided in the RFI is subject to change and is not binding on the Government. The SCO has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions resulting from this RFI shall become Government property and will not be returned.
