Description
This is a Request for Information (RFI) in accordance with FAR 15.201 and in anticipation of a potential future procurement program.� The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing Guided Missile Destroyer (DDG) Modernization Period (MODPRD) Chief of Naval Operations (CNO) Availabilities combined with Integrated Warfare System (IWS) upgrades starting in FY25 for DDG 125, DDG 126, DDG 128, and follow ships.� The Government is seeking responses from sources that can perform dry-docking and pier-side maintenance, repair, modernization alterations, and installation of complex integrated warfare systems to include: High Energy Laser Integrated Optical-Dazzler Surveillance (HELIOS) capability Sponsons containing Shipboard Electronic Warfare Improvement Program (SEWIP) Block 3 system AN/SPY-6(V)4 Radar equipment The Government has provided an outline of some of the work anticipated to be completed under the expected MODPRD as an enclosure to this request for information document (see Enclosure (1)). What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Commander, Naval Sea Systems Command, Attn: SEA 0244.� Please scan your letter of interest and email it to the Contracting Officer, Rana Movahed, at rana.s.movahed@navy.mil and the Contract Specialist, Jaclyn Evans, at jaclyn.evans@navy.mil with �DDG Modernization and IWS Upgrades Request for Information Response� in the subject field and hand or digitally sign your letter of interest.� The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in Enclosure (1), and answers to the following specific questions.� Please limit your response to no more than 5 pages. Does your company have the necessary facility resources, organization, experience, accounting and operational controls, and technical skills to complete projects of the scope and complexity as described herein? Please ensure response addresses both the CNO Availability requirements as well as the IWS upgrades. � Does your company hold a NAVSEA Master Ship Repair Agreement (MSRA)? � Given the complexity of the work described in this announcement, including Enclosure (1), please describe your company�s historical experience completing work on similar integrated systems at a similar complexity.� As described in Enclosure (1), some portions of this requirement require execution to highly precise tolerances.� Briefly describe how your company would approach meeting these requirements. � Some of the work described in this announcement requires storage of classified hardware and access to classified shipboard spaces during production.� Does your company have a current Facility Security Clearance?� If not, describe how you plan to obtain a Facility Security Clearance and how you plan to manage receipt and storage of classified equipment, as well as personnel security clearances. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act.� All information shall be provided free of charge to the Government.� NAVSEA may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.� This request for information announcement is not a request for proposal.� The purpose of this request for information announcement is to gather information from the market place.� Information provided in response to this request for information announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.� Requests for Technical Documentation: �Authorized contractors shall formally request technical documentation described in Enclosure (1) via email to the Contracting Officer, Rana Movahed at rana.s.movahed@navy.mil and the Contract Specialist, Jaclyn Evans, at jaclyn.evans@navy.mil. Requests for technical documentation shall be submitted no later than 2PM local time, Washington D.C. on 17 JUL 2020. To be considered an authorized contractor, the contractor shall be a United States Department of Defense contractor with an approved DD Form 2345, Military Critical Technical Data Agreement, approved and on file at the Defense Logistics Agency�s website. Evidence in the form of a fully executed DD Form 2345 will be required prior to receipt of Distribution Statement D technical date. Upon request and verification, the documents will be provided via DoD Safe file transfer. � When to Submit: Responses are requested no later than 2PM local time, Washington D.C. on 24 JUL 2020. Notice Regarding Request for Information:� Please note that this request for information is for information purposes and to identify industry�s capability to perform the work outlined in Enclosure (1).� This notice does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government of any kind. Other: The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided. Future information, if any, will be posted at beta.SAM.gov.
