- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart�12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z02920PPMW19600 and issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word ""offer/offeror� or a derivative of that word appears, it is changed to ""quote/quoter� or a derivative of that word. This is a small business set aside, the applicable NAICS is 237990 and small business size standard is $36.5M. This solicitation will result in a Firm-Fixed Price Contract awarded to the offeror with the Lowest Price Technically Acceptable.� The lowest price quote will be evaluated on technical acceptability.� If it is found to be acceptable, an award will be made.� If it is not found to be acceptable, the next lowest price will be evaluated.� This process will continue until a technically acceptable offer is identified. Offerors must be actively registered in System for Award Management - https://www.sam.gov. USCGC Osage has a requirement to purchase: Pier water and sewage repairs that include the following: Repair water supply pipe from ground to gangway underside approximately 7� with new cut off valve (Current Valve is split open) removing excessive connections (3 Connections). Install �� garden hose style connection between supply valve and cam-lock fitting. Install cam-lock hose (hose shall meet Potable water use regulations) and connections from supply pipe to underside of gangway. Pressure test Sewage pipe assembly mounted to underside of gangway and repair if leak found. Condition of pipe is unknown due to insulation and length of time not in service. Install water supply cam-lock end fitted flexible hose (hose shall meet Potable water use regulations) from gangway to floating pier pipe. Replace Sewage Cam-Lock flex hose from gangway to pier Replace complete sewage piping on pier with like kind material (PVC) and fittings to include: one way check valve, end clean out opening, cam-lock attachment fitting both ends, drain valve below gangway end. Repair heat trace, has broken section where water line disconnected at floating pier flex hose, requires repairs and test and operational test of entire water supply line heat trace. Conduct pressure test of complete sewage line run once all repairs and connections are complete. Conduct pressure test of complete water supply run once all repairs and connections are complete. FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Date and place of delivery and acceptance is on or before August, 05, 2020 Principle Place of Performance: U.S Coast Guard Cutter Osage 300 McKown Lane Swickley, PA 15143-2093 Period of Performance: The project shall be completed within thirty (30) calendar days after award date. All quotes are due at USCGC Osage by the Close of Business 07 July 2020.
