SOURCES SOUGHT SYNOPSIS: Notice ID:��������������������������������������� ����Notice Type: FA8251-20-CICURepairSS������ ����������Sources Sought Synopsis: 1.� NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.� The proposed North American Industry Classification Systems (NAICS) Code is _811219_ which has a corresponding Size standard of _$22M_.�� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.� 2.� PROGRAM DETAILS: The Air force is�issuing this repair�sources sought announcement as part of a market survey for repair of the A-10 Signal Data Processor, (aka Central Interface Control Unit) Part Number 281A474-6, Cage 03640, NSN 1280-01-586-7702FJ. The Air Force has data rights for all elements of the CICU except the Single Board Computer (SBC) P/N 258A280-1 NSN 5998-01-533-5142 and Graphics Video Module Assembly (GVM) P/N 229A175-4 NSN 5963-01-533-5419 circuit cards.� The unique and highly specialized elements of the SBC and GVM circuit cards are the software programming on the processor chips.� The processor chips provide the functionality of the circuit cards.� Without the data rights to program these chips no other company or even the Air Force can program them.� A complete data package is necessary to provide adequate technical information on specifications and tolerances to support test equipment, trouble shooting and acceptance test procedures.�� Any potential source would have to obtain the missing data from the original equipment manufacturer.� Information Sought:� The respondent must be able to demonstrate the ability to repair the CICU in its entirety including the GVM and SBC circuit cards.� Companies should provide a summary of their capabilities and their expected ability to meet the requirements. Responses should include: Name and address of the contractor Point of contact including name, title, phone and e-mail address Cage Code, size of the contractor, average annual revenue for the past three years and the number of employees. Description of similar activities offered by the contractor that currently meet, or with modifications, might meet the above listed requirements. Indication of an understanding of safety requirements. Whether the business is currently classified as a large, Small, Small Disadvantage, 8(a) and/or Women Owned Company, Hub Zone Small business, Veteran owned small business, or R-service disabled veteran owned small business. Whether or not data rights can be obtained for the GVM and SBC.� Response Procedures:� Responses to this Notice are due on or before 30 July 2020 and the response should be no more than 5 pages.� This sources sought synopsis does not constitute an Invitation for Bid (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and responses to it are voluntary.� It should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract.� Since response is voluntary, the U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.� For contractual information, interested vendors should contact the Contracting Officer listed, or the alternate Contracting Officer.� Responses should also be provided to the Contracting Officer or Alternate Contracting Officer listed.� 3.
