Description
The Naval Air Systems Command, PMA-265 (Program Office for F/A-18 & EA-18G Aircraft), is soliciting information from industry to determine potential contractors capable of engineering and manufacturing an integrated solution to provide Mobile User Objective System (MUOS) voice connectivity with provisions for future data connectivity for the F/A-18E/F and EA-18G aircraft. �MUOS is an Internet Protocol (IP) Based Satellite Communications (SATCOM) waveform which replaces Legacy SATCOM waveforms: 25 KHz Dedicated, Demand Assigned Multiple Access (DAMA), DAMA-Integrated Waveform (IW). The MUOS functionality is housed in the ARC-210/RT-2036 radio which is manufactured by Collins Aerospace and is Government Furnished Equipment (GFE) for this effort. This solicitation is for the engineering and manufacturing of components (kits) required to seamlessly modify the current Legacy SATCOM capability of the E/F/G aircraft and enable MUOS functionality. The aforementioned includes, but is not limited to, cabling, bracketry, wiring modifications, additional components and engineering required to address unique cross-system requirements/complexities to integrate MUOS voice functionality. Initial MUOS voice capability is required to deliver to the fleet in Q4 FY23. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP), BUT RATHER A SOURCES SOUGHT NOTICE ISSUED AS A MARKET RESEARCH REQUEST FOR INFORMATION. The Government is looking to identify interested and capable sources only. This notice is not to be construed as a commitment by the Government to issue a solicitation or enter into a contractual agreement. The Government is not obligated to pay for information submitted in response to this request. Capable contractors are requested to provide a capabilities statement of no more than 10 pages in length that demonstrates the respondent's ability and qualification necessary to show competitive capability. In addition, please provide your company's business size and CAGE code. All properly marked proprietary data received in response to this notice will be protected from release outside of the Government. All capability statements shall be submitted no later than 1400 EST on 11 July 2020. Responses shall be submitted electronically to the designated Contract Specialist, Nancy Morris, in Microsoft Word format or Portable Document Format (PDF) at the following email address: nancy.t.morris@navy.mil.
