Description
Under the Authority of FAR 13.106-1(b) (1) For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization. Reason for Authority Cited: ��Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements. The weave and dye requirements for the manufacture of period-correct Colonial uniforms is unique and demanding.� Vendors capable of the weave are unable to provide volume.� Marlow White, the vendor who made TOG�s previous Colonial uniforms, recommended Lingcroft Associates as the only known and dependable vendor for TOG�s specific needs. �Lingcroft provided the specifications from TOG�s previous order as well as the minimum dye lots, the amount of fabric in a dye batch to create the most consistent color. The U.S. Army Old Guard (TOG) intends to Sole Source specialty fabric from: Lingcroft Associates Park House, Brooke St. Cleckheaton, UK BD19 3RY Specified�blends: �� Blend will be Q1220 75% Wool 25% Nylon/Polyamide as previously manufactured for TOG in 2003 Usable width will be 150cm/59� � � � � 2.� � � � Provided fabric shall be in the following lengths for each color: � � � � Old glory red HBF #67156: 575 yards � � � � Navy blue HY #67124: 575 yards � � � � Ivory HAP #67140: 1,330 yards The fabric provided by this manufacture maintains the consistency of appearance with current uniforms worn by The Old Guard.� Specific dyes and blends of dyes are proprietary to this manufacturer.
