Description
NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD The U.S. Embassy Kathmandu, Nepal, Procurement Section, an organization subordinate to the U.S. Department of State, intends to negotiate with the Nepal Oil Corporation (NOC), Kathmandu, Nepal, on a sole source basis under the authority of FAR Subpart 6.302-1(a)(2) - Only one responsible source and no other type of supplies or services will satisfy agency requirements, to procure bulk fuel supplies (diesel and unleaded gasoline). U.S. Embassy Kathmandu requires bulk fuel supplies for the U.S. Government (USG) owned and leased compounds in the greater Kathmandu, Nepal area.� These services will be contracted by using an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, as the exact dates and amounts to be delivered through the contract are unknown.� The fuel will be loaded into 12 KL and 20 KL fuel trucks and delivered to the USG compounds in the Kathmandu area.� The quantities needed are estimated to be 324 Kiloliters (KL) of diesel and 60 KL of unleaded gasoline for the first year of the contract.� This contract will have four option years with estimated orders of 348 KL/72 KL, 368 KL/84 KL, 388 KL/96 KL, and 408 KL/108 KL respectively.� All orders for fuel supplies must be delivered within one week of request.� Prices will be at the rates set by the Government of Nepal at the time of purchase with diplomatic exemption for Value Added Tax (VAT) and all importation fees will not be applied to the fuel purchases.� Nepali Gazette published by the Government of Nepal, Section 66, Kathmandu, March 13, 2017 (Issue 59), part 5, Government of Nepal, Notice of the Ministry of Supply mandates the only importer of petroleum products into Nepal is the NOC. �A notification received from Ministry of Industry, Commerce, and Supplies also confirmed Nepal Oil Corporation is the only entity to allow importation of petroleum products in Nepal and it distributes petroleum products all over the country as a sole distributor.� The NAICS code is 424720 with a small business size standard of a maximum of 200 employees.� U.S. Embassy Kathmandu, Nepal, anticipates negotiating and awarding an IDIQ contract to NOC to fulfill this requirement in the fourth quarter of FY 2020. Interested parties that believe they could satisfy the requirements listed above for U.S. Embassy Kathmandu, Nepal, may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.� This notice of intent is not a solicitation.� Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.� Any questions regarding this notice must be submitted in writing via email at NaderJA@state.gov and PudasainiMK@state.gov
