- Sources Sought The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing GPS transmitters with time-depth recorder (TDR) functionality as described in the below Salient Characteristics. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code - 334519 Other Measuring and Controlling Device Manufacturing and associated size standard 500 employees apply to this announcement. All responsible sources may submit a brochure and/or technical specifications detailing the ability of their product to meet the salient characteristics included with this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to nlushenko@usgs.gov and must be uploaded and received in their entirety no later than July 7, 2020 at 1700 ET. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered. Salient Characteristics * GPS transmitters with time-depth recorder (TDR) functionality which will collect data on diving duration with a time stamp of each event, diving depth (pressure), and water temperature * Has a highly efficient solar charger that works well in low light conditions and the memory capacity to store up to 130,000 GPS positions * Automatically switches into GPS interval every 6 hours and data transmission every 24 hours when the power drops below 3.8V and stop all activities when power drops further to prevent loss of data * Enables maximum flexibility for data retrieval and programming * When the units are within range of a handheld or fixed receiver, data are downloaded and stored on a computer * When units are within range of telecommunications networks, data are transmitted via GSM to online control panel, email, or movebank.org account * Must be compatible with USGS base stations
