Description
The United States Air Force intends to issue solicitation FA5575-20-B-0004 to solicit proposals for a Firm-Fixed Price contract to replace the existing transformer and vault and provide a new emergency generator with automatic transfer switch for the Dining Hall Facility, Bldg#115 in Mor�n AB, . The magnitude of construction for this project is estimated to be between $250,000 and $500,000 U.S. Dollars. The period of performance for this project is estimated at 210 calendar days. A solicitation package will be available on the Federal Business Opportunities website at https://beta.sam.gov/ on or after 20 July 2020. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "" Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements"". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to: ����������� BASE BID: Take samples from existing vault�s roof layers, send to an accredited laboratory and submit report on asbestos content. Demolish existing roof with all of its layers or elements to obtain a clean and dry slab surface. Removal of trees from the project site. Demolition of existing DFAC utility vault with all switchgear, cables, accessories, etc. Remove electrical connections of portable generator and assist/co-ordinate with shops with removal. Construct a new concrete slab for new emergency generator. Provide and install new transformer, high-voltage switchgear, low-voltage panel, capacitor bank and accessories in a new concrete pre-manufactured utility vault. Provide and install new EPA-compliant electrical generator rated and located as indicated in project drawings and specifications. Provide and install new automatic transfer switch for automatic change-over from the electrical network to generator operation located within new utility vault. Provide and install new by-pass/isolation switch where required for by-pass maintenance capability located within new utility vault. Provide and install new service lines and high voltage lines, as well as ductbanks for connection of generator and transformer to building interior electrical installation and to high voltage distribution line. Make all necessary connections. Provide adequate grounding to new generator and utility vault. Provide and plant new tree species. Commissioning and final testing on all new equipment. Final cleaning. Delivery of As-Built drawings. Delivery of spatial data. ADDITIVE ITEM 1: Provide and install new bus bars enclosure in Building #115 mechanical room. � Replace existing main electrical panelboard main circuit breaker of Bldg #115 with another with greater capacity. � Furnish and install two new branch circuit breakers in existing main electrical panelboard of Bldg #115, electrically interlocked with the main. ADDITIVE ITEM 2: Remove materials that contain asbestos from the roof, if any, encapsulate and send to an authorized disposal site. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the ""Registro Oficial de Licitadores y Empresas Clasificadas del Estado"", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. GROUP SUBGROUP CATEGORY ����������� I���������� 1��������� 2 ����������� I���������� 5��������� 1 ����������� I���������� 6��������� 2 � Other requirements: � Bidders or subcontractors performing the actual work must hold current certification for the installation of high voltage electrical installations not exceeding 30 kV, AT1, in accordance with ITC-RAT 21 from R.D. 337/2014. � Bidders or subcontractors performing the actual work must hold current certificate of asbestos activities or operations issued by the Spanish �Registro de Empresas con Riesgo de Amianto� of the Junta de Andaluc�a.
