Description
The United States Air Force intends to issue solicitation FA5575-20-R-0002 to solicit proposals for a Firm-Fixed Price contract to replace the current Fire Alarm Reporting and Mass Notification (Giant Voice) Systems of Mor�n AB, and install a combined system that will also provide individual building mass notification system capabilities, including the integration in the new system of already-installed systems in some of the buildings, . The magnitude of construction for this project is estimated to be between $1,000,000 and $5,000,000 U.S. Dollars. The period of performance for this project is estimated at 365 calendar days. A solicitation package will be available on the Federal Business Opportunities website at www.beta.sam.gov on or after 15 July 2020. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "" Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements"". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to: BASE BID: Demolition of existing fire alarm reporting system on base, including main stations and radio transceivers distributed in 49 ea buildings, including electrical and communications associated installation. Installation of a new fire alarm reporting system, including radio transceivers in each building, connected to the respective building�s fire alarm control panel, antennas, wiring, accessories, etc, as well as the installation of: A new primary dispatch station at Fire Department, Building #1427. A new alternate dispatch station at Alternate BDOC, Building #1334. A new client workstation at alarm shop of Civil Engineering, Building #208. Programming and start-up of the whole system. Training to government employees. Communications works required for the system to be operational, including installation of fiber optic jumper wires, patch panels, etc. Commissioning and final testing on all new equipment. Final cleaning. Delivery of As-Built drawings. Delivery of spatial data. ADDITIVE ITEM 1: �������� INDIVIDUAL BUILDINGS MASS NOTIFICATION SYSTEM (MNS) Upgrade fire alarm reporting system radio transceivers with mass notification-capabilities in each building indicated, connected to the respective building�s fire alarm control panel, antennas, wiring, accessories, etc, as well as the installation of: A new client workstation at Security Forcers Building BDOC, Building #110, to operate and control the Base Mass Notification System. Integration of existing indicated individual Buildings MNS into the basewide MNS. Programming and start-up of the whole system. Training to government employees. Communications works required for the system to be operational, including installation of fiber optic jumper wires, patch panels, etc. ADDITIVE ITEM 2: WIDE AREA MASS NOTIFICATION SYSTEM (MNS) Remove existing Giant Voice Speakers including cables, conduits, and accessories. Underground communication copper lines shall be abandoned and existing towers/poles shall be re-utilized. Installation of Giant Voice speaker arrays in existing towers/poles. Installation of radio transceivers in each of the towers/poles location, including antennas, wiring, accessories, etc. Integration of Giant Voice into the basewide MNS. Programming and start-up of the whole system. Training to government employees. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the ""Registro Oficial de Licitadores y Empresas Clasificadas del Estado"", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate. Failure to be registered in SAM at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is SAM registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code. ***NOTICE: FUNDING FOR THIS REQUIREMENT IS CURRENTLY NOT AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE BID ACCEPTANCE PERIOD SHOULD BE VALID THROUGH 30 SEP 2020. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION.
