- Update 7/1/2020: Please include vessel characteristics in your response. This is a Sources Sought Notice requesting information for market research purposes in accordance with Federal Acquisition Regulations (FAR) Part 10 Procedures. This is not a solicitation, nor does it guarantee a solicitation will be issued. Requests for a solicitation will not receive a response. This is not a request for proposals and it does not obligate the government in any manner. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is seeking sources capable of performing the requirements necessary to retrieve and deploy subsurface moorings in the Bering and Chukchi Seas. Due to travel restrictions and quarantine requirements, no Government personnel will be participating in this project and the contractor would be responsible for all activities. A copy of the previous scope of work is attached for reference. Vessel characteristics are anticipated to be significantly the same, but the operating procedures will be updated to reflect the fact that Government personnel will not be participating. Summary of Requirements: One (1) United States Flagged, Oceanographic Research Vessel (ORV) with current United States Coast Guard (USCG) Certificate of Inspection (COI). Vessel must have experienced crew capable of retrieving subsurface moorings, and deploying subsurface moorings in the Bering Sea. The vessel must also have at least 1500 square feet of deck space and stability to store up to 13 subsurface moorings with anchors, and other scientific equipment/gear weighing up to 40,000 pounds, and be equipped with modern navigation and communications electronics and be able to maneuver at speeds between 1 to 3 knots.� An experienced captain and crew will be needed to operate the vessel and ship provided equipment for daytime operations. The operating area will consist of the eastern Bering and Chukchi Seas. This project is intended to turnaround all the moorings at multiple Bering and Chukchi Sea sites. Period of Performance: The period of performance is anticipated to be September through November 2020.�
