- Description
- The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR),� Laboratory of Molecular Biology (LMB) intends to procure, on a sole source bases, one (1) Fluorescence Microscope Camera Upgrade for a Government-Owned DeltaVision Elite Microscope System (S/N 29039551-CN63549) from Global Life Sciences Solutions USA LLC, 100 Results Way, Marlborough, MA, 01752-3078, United States. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334516 and the business size standard is 1,000 employees. 1.0 BACKGROUND The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR),� Laboratory of Molecular Biology (LMB), Cell Biology Section studies subcellular protein localization in bacterial cells, which requires a combination of high spatial resolution and high signal sensitivity to detect faint signals. The lab uses deconvolution fluorescence microscopy through the existing DeltaVision Elite microscope system (S/N 29039551-CN63549) to address these issues. The existing DeltaVision Elite microscope in the lab has a less sensitive camera that is over ten years old and insufficient for LMB�s current experimental needs. The Cell Biology Section therefore requires an upgraded camera that contains a CMOS (Complementary metal�oxide�semiconductor) sensor to increase the sensitivity of the camera to detect very faint light signals. Deconvolution of microscopy images acquired using the required, upgraded, camera is a mathematical treatment to collect stray light and restore contrast resolution which is lost in standard microscope systems.� 2.0 TYPE OF ORDER This is a Firm-Fixed-Price Purchase Order. 3.0 PRODUCT FEATURES/SALIENT CHARACTERISTICS The fluorescence microscope camera upgrade shall: Include a camera that contains a CMOS sensor with the following specifications: 2040 x 2040 imaging array, 6.5 �m x 6.5 �m pixels, 16-bit dynamic range, and 272.3 MHz readout speed. The camera shall be compatible with the existing DeltaVision Elite microscope system. Include power and communications cables and mounting hardware that are compatible with existing DeltaVision Elite microscope system. Include a new Linux Acquisition Workstation configured with proprietary operating software (CentOS 7.7), proprietary processing software (SoftWorx 7.2.0), and OpenType/CFF Font (OTF) library to process acquired images that is compatible with existing hardware. Include new microscope interface chassis hardware to support new camera architecture. Include PC-based hardware interface module between the main workstation and all system components such as the camera, solid state buffers, microscope stage, filter wheels, the illumination system, etc. that control all devices in real time to synchronize the entire system and provide high speed data transfer. Include a mellanox Adaptor Card and a PCO EDGE Camera Link Card installed in the Hardware Interface Module for data transfer to and from the camera and to synchronize with the other system components, such as the stage, filter wheels, and illumination system. 3.1 DELIVERY / INSTALLATION Delivery shall be within four (4) months of the purchase order award. All shipping/handling (including FOB) and delivery/installation fees shall be included in the quote. Upon delivery, the Contractor shall notify the NCI Technical Point of Contact (TPOC), TBD at award, to schedule the installation date and time. Installation shall be completed within five (5) business days after delivery. Installation shall be performed by, or under the direct supervision of, a certified operator. The Contractor shall deliver and install the equipment at the following address: National Institutes of Health Bldg. 37, Room 5132 37 Convent Dr. Bethesda, MD 20892 3.2�TRAINING Within 7 business days after installation, 1 day of onsite training shall be provided for at least five (5) users of the equipment on how to use and maintain the instrument and associated software. All training expenses, including materials and/or travel expenses, shall be included in the quoted price. 3.3 WARRANTY The Contractor shall warrant that any instruments, equipment, components, or other supplies (�Supplies�) procured by this purchase are free of defects in design, material, or manufacture for a period of at least one (1) calendar year from date of acceptance by the Government. The Contractor shall warrant that all consumables or expendable parts are free of defects in design, material or manufacture for a period of at least 90 calendar days from date of acceptance by the Government. Supplies which are repaired or replaced shall be warranted for the remainder of the initial warranty period or for 90-days � whichever is greater. 4.0 UNIQUE QUALIFICATIONS OF THE CONTRACTOR NCI, CCR, LMB currently owns a DeltaVision Elite microscope system (S/N 29039551-CN63549) that is manufactured by Global Life Sciences Solutions USA LLC. This microscope setup is a fully integrated imaging system that contains the microscope body, camera, multiple light sources, microscope stage, and a workstation running proprietary software that seamlessly controls the entire setup and uses proprietary software that deconvolves and analyzes the microscopy data. The existing DeltaVision Elite microscope has a less sensitive camera that is over ten years old and insufficient for LMB�s current experimental needs. The Cell Biology Section therefore requires an upgraded camera that contains a CMOS sensor to increase the sensitivity of the camera to detect very faint light signals. Deconvolution of microscopy images acquired using the required, upgraded, camera is a mathematical treatment to collect stray light and restore contrast resolution which is lost in standard microscope systems. The deconvolution algorithm that is designed specifically for the existing microscope setup is only available through Global Life Sciences Solutions USA LLC. Due to the complexity of the existing microscope configuration, the required camera upgrade is the only option to ensure full compatibility and hardware utilization and therefore any other vendor would be incompatible. The required upgrade is designed specifically for the DeltaVision Elite microscope system. Furthermore, Global Life Sciences Solutions USA LLC, is the sole manufacturer, distributor, and installer of the upgrade. In the event that a vendor besides an OEM field service engineer attempted to install the upgrade on the microscope, the warranty for the new camera and microscope itself would become void. This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in enough detail to allow NCI to determine if the party can perform the requirement. All responses must be submitted via email to Adam Hernandez, Contracting Officer at adam.hernandez@nih.gov. Responses are due no later than 9:00 A.M. EST Monday, July 13, 2020 (07/13/2020). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. To receive an award, Contractors must be registered and have valid certification in the System for Award Management (SAM) through SAM.gov, and have Representations and Certifications filled out.
