Description
DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide Human Whole Exome Sequencing (WBI): DNA library preparation, NovaSeq PE150 (sequencing) and Customized analysis. Our laboratory is currently running multiple projects focused on identifying new genetic causes of adrenal and pituitary tumors, as well as to analyze the effects of such genetic alterations on the molecular pathways that drive adrenal and pituitary tumorigenesis. This DNA exome analysis will provide information that will allow us to better understand the molecular basis of the independent macronodular adrenal hyperplasia (iMAD). In this specific exome project, we will do the analysis in additional paired normal and tumor tissue, increasing previous set of samples, where we will look for the main molecular differences among them and hopefully we will be able to identify the factors that are the responsible for triggering the disease. In the future we can use this information to give the patients a more directed, precise and, maybe, individualized treatment. This project will help the management of young patients (most of the affected patients are kids) and adults that will improve their treatment in a much better way that is possible today. Whole exome sequence in 200 human samples (Exome capture &library preparation & sequencing & Analysis, 12 Gb raw data/sample). Exome capture using Agilent SureSelect Human All Exon V6 (58 M) with standard bioinformatics analysis with a guarantee Q30 score ?80%. For the sake of integrity, all DNA sequencing and related analysis results is customized and need to be completed by the same vendor. This is an ongoing project and we have been using the service from NOVOGENE in the past years. All the analysis of the 400+ samples that we already have the data was performed by a collaborator group in Minnesota and they requested to keep the same company for this experiment. So, we can not change the company at this point to ensure the proper integrity of all our data and be sure to be able to compare and pool all previous results with this new data. Changing the company, at this point, will prevent the correct interpretation in the ongoing experiments. Moreover, previously Novogene provided a good quality data in a perfect timeline. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to NovoGene Corp., located at 8801 Folsom Blvd, Suite 290, Sacramento, CA 95826. In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided below. Note 22. The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Note 22"" will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a price quotation by 2:00 pm, ET, July 17th 2020. Offerors may either submit one copy of the quote to MOE FILALI by mail or preferably via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
