THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON BETA.SAM.GOV ON OR ABOUT 17 JULY 2020. THIS NOTICE IS NOT AN INVITATION FOR PROPOSALS AND ANY PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. SOLICITATION NUMBER: N69450-20-R-2016 PROJECT TITLE OF SOLICITATION: ELEVATOR MAINTENANCE & REPAIR SERVICES LOCATION OF THE WORK:� NAVAL AIR STATION (NAS) KEY WEST, FL DESCRIPTION OF PROPOSED SCOPE OF WORK:� The Naval Facilities Engineering Command (NAVFAC) Key West Public Works Department (PWD), is seeking a offeror who can provide all labor, management, supervision, tools, material and equipment required to inspect, test, certify, maintain, and repair vertical transportation equipment (VTE) at NAS Key West to ensure they are fully functioning and in normal working condition. ACQUISITION STRATEGY: This acquisition will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items, FAR 13.5 Simplified Procedures for Certain Commercial Items and as supplemented by agency. This contract will be for a base period of one year, four one year options, with one six month option as described in FAR 52.217-8. This acquisition will result in a combination firm fixed-price (FFP) recurring work (RW) and non- recurring work (NRW) contract. The RW portion will consist of regular scheduled services for preventive maintenance (PM); inspection, testing, and certification, and routine & emergency service orders and calls, and the NRW portion will be for work that is ordered on an as needed basis. The solicitation will be available for electronic download at no charge from the beta.sam.gov website under Contracting Opportunities on or about 17 July 2020. The award will be made to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced quote that meets or exceeds all the minimum mandatory criteria in the solicitation evaluation factors. No additional merit is given for quotes that exceed the minimum criteria. SET ASIDES AND CODES: In accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. The activity small business office concurs with this decision. This solicitation is Full and Open Competition. This effort is classified through the North American Industry Classification System (NAICS) under code 811310. The Small Business Standard size ($8,000,000).
