- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: LMR Trunking System Module Upgrade at Yokota Air Base, Japan Announcement No.: FA5209-20-U-0045 The Government hereby submits a notice of intent to award a sole source firm fixed price commodity contract for purchase of new LMR Trunking System Modules for 374th Communication Squadron (CS), Yokota AB. The total estimated value is less than $400,000. Requirement Description: This is a Firmed Fixed Price Purchase Order for supplies with installation which will include the brand name system to upgrade LMR network capacity. It is Time Division Multiple Access (TDMA) upgrade of the existing Yokota AB RF sites. It provides a software based upgrade to the RF channels to enable additional talkgroup capacity on the LMR network. It requires upgrades of four (4) RF channels on each site at Yokota AB to enable capacity improvements while still providing FDMA channels for interoperability. The process begins with the identification and understanding of Yokota AB's operational requirements and continues through system design, installation, testing, and final acceptance. This acquisition is to upgrade and replace existing equipment. Motorola is the sole manufacturer and maintainer of all the trunking system equipment that used at Yokota AB. All equipment, parts and labor for this system has to be conducted by Motorola in order to keep it maintainable under the Joint Japan and Korea Land Mobile Radio (J2KLMR) trunking system. This sole source contracting action seeks an exception to full and open competition pursuant to FAR 13.106-1(b)(2). This hereby constitutes a synopsis of the requirement. Responses to this notice must demonstrate that more than one responsible source exists to fulfill the stated requirement. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
