- Description
- NASA/JSC has a requirement to build and support a system on the International Space Station (ISS) that reacts with carbon dioxide and hydrogen to produce water. This system may utilize a catalyst or other technology that reacts with carbon dioxide and hydrogen, both byproducts of current life-support systems onboard the ISS, to produce water and methane. �This interaction closes the loop in the oxygen and water regeneration cycle and provides NASA/JSC with a means to produce water without the need to transport it from Earth via space cargo launch services. Today, NASA has a contract with Hamilton Sundstrand for its Sabatier System to fulfill these requirements.� NASA is contemplating a sole source extension to acquire these services from September 2020 to September 2024, under the authority of FAR 6.302-1(a)(2). �Hamilton Sundstrand has been performing the current contract, NNJ14GA09B, in support of the ISS since November 2015. The original Sabatier system was designed and manufactured by Hamilton Sundstrand. �As such, Hamilton Sundstrand is the only company that has access to the proprietary drawings and the knowledge necessary to provide the required services.�Therefore, Hamilton Sundstrand is considered uniquely qualified to build the upgraded Sabatier system. However, NASA is interested in seeking other industry capabilities that may exist to perform these requirements in lieu of a sole source extension. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to kendrea.d.vallien@nasa.gov not later than 4:00pm Central Standard Time on Thursday, July 23, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The Government intends to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
