- COMMERCIAL REROOFING PROJECT SOLICITATION REF: 140G0320Q0116 The Department of Interior, US Geological Survey - Western Fisheries Research Center (WFRC) in Seattle, WA has a requirement for a Commercial Reroofing Project. All original roofing systems were installed in 1993 during construction of the WFRC. Typical life expectancy for built-up roofing is 20 years. Since installation, the roofing has been subjected to normal exposure to the elements and infrequent, but heavy traffic. There are many areas throughout the cap sheet that have developed wrinkles, also large ""bubbles"" have appeared; some are quite large, many have cracked thus filled with rainwater. In many areas this has rendered access for maintenance of catch basins and drains almost impossible. The WFRC consists of four main buildings with a footprint as follows: Administration - 5,584 sq. ft., Dry Laboratory - 21,664 sq. ft., Wet Laboratory - 10,065 sq. ft., and the Maintenance Building - 5,000 sq. ft. This project will be entitled ""Commercial Reroofing Project"" throughout the acquisition process. To complete this requirement, the USGS intends to award a firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 13 (Simplified Acquisition Procedures) and 36 (Construction and Architect-Engineer Contracts). The period of performance is expected to be not longer than 90 days from issuance of the notice to proceed. The estimated magnitude of this project is between $500,000 and $1,000,000. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. Both a performance bond and a payment bond will be required. Prospective contractors must be registered in an appropriate field (roofing) in the State of Washington at the time quotations are due to be considered for this project. All subcontractors used must be appropriately registered as well. All questions must be sent directly to capplegate@usgs.gov by 07/31/2020. Contractor is responsible for reading the contents of this document and attachments. Quotes will be accepted via e-mail to capplegate@usgs.gov. Hard copies, facsimile transmissions, or documentation submitted through any on-line portal will not be accepted. There will be a site visit on 07/14/2020, 10 AM PT.
