Request for Information (RFI): Army Vehicle Mounted Rigid Wall Shelter Development� Performance Work Statement (PWS) This market research may assist the Government in developing its acquisition strategy for vehicle mounted rigid wall shelters.� The Army�s existing fleet of vehicle mounted rigid wall shelters was developed over 20 years ago and is in need of modernization.� The goal is to develop vehicle mounted rigid wall shelters that are more energy efficient, lighter weight, environmentally resilient, and affordable in both unit price and sustainment cost. The legacy vehicle mounted shelters the Army intends to modernize are the S-788 (otherwise known as the Lightweight Multipurpose Shelter) and the S-280 (otherwise known as the Electrical Equipment Shelter).� Customarily, the S-788 shelter is mounted on the High Mobility Multipurpose Wheeled Vehicle (HMMWV) and the S-280 shelter is mounted on 2.5-ton variants of the Family of Medium Tactical Vehicles (FMTV). Respondents are free to recommend alternate materials, components, and manufacturing methods from the legacy designs; but the dimensional envelope of the legacy designs must be maintained.� Respondents are encouraged to demonstrate a plan for both designing and manufacturing these modernized shelter designs as well as improvements to the interface hardware required to mount them on existing (HMMWV and FMTV) and future (JLTV) vehicle platforms. Respondents are free to recommend alternate materials, components, and manufacturing methods from the legacy designs; but the dimensional envelope of the legacy designs must be maintained. �Respondents are encouraged to show that they are capable of designing and manufacturing these modernized shelter designs as well as improvements to the interface hardware required to mount them on existing (HMMWV and FMTV) and future (JLTV) vehicle platforms. Respondents may submit information pertaining to either shelter type or both types.� If the respondent wishes to submit information on both shelter types in a single response or separate responses for each shelter type, those responses shall be properly denoted. Type 1. High Mobility Multipurpose Wheeled Vehicle (HMMWV) Mounted (legacy: S-788 shelter) The modernized HMMWV mounted rigid wall shelter shall have the same basic capabilities and dimensions as the legacy S-788 with improvements made to energy efficiency, weight, environmental performance, and lifecycle affordability.� Several key design requirements for the modernized HMMWV mounted rigid wall shelter are as follows: Heat transfer coefficient (U): 0.30 BTU/h/ft2/�F (O) � 0.40 BTU/h/ft2/�F (T) Tare weight: 579 lb (O) � 611 lb (T) Operating temperature: -60�F � 120�F plus solar load Storage temperature: -60�F � 160�F Target unit price: $35,000 Performance characteristics not less than that of S-788������������������ ����������������������� ASTM E2377 Transportable by conventional ground, rail, sea, and air������� ����������� ����������������������� MIL-STD-1366 Transportable by rotary wing aircraft������������ ����������������������� ����������� ����������� ����������� MIL-STD-913 Transportable by fixed wing aircraft (C-130 and larger), mounted or dismounted��� MIL-STD-1791 Suitable provisions for lift and tiedown���������������������������������������������� ����������������������� MIL-STD-209 Designed for safety and human factors�������������������������������������������� ����������������������� MIL-STD-1472 Electromagnetic shielding: capable of employing electromagnetic shielding � 60 decibel attenuation across a frequency range of 100 kHz to 10 GHz � by way of direct incorporation into the shelter construction or by way of an add-on kit Mounting: capable of mounting on HMMWV and JLTV with minimal interface hardware, without compromising the structural integrity or performance of the vehicle, and without compromising any shelter requirements Type 2.
