SDVOSBC Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)
 
Description
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Design-Bid-Build Solicitation Number VA101-20-R-0056 for Phase 4 expansion of Dallas Fort Worth National Cemetery, 2000 Mountain Creek Parkway, Dallas, TX 75211.� This requirement will procure as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set Aside.� The SDVOSB Offeror must be a General Construction company with an approved NAICS Code 236220, Size Standard $39.5 million and bonding capacity.� Offerors are advised that proposals may submit with or without Project Labor Agreement (PLA) in accordance with FAR 52.222-33 and FAR 52.222-34. This VA requirement is to expand the Dallas Fort Worth National Cemetery in Dallas, Texas.�� This project will construct additional gravesites and cemetery improvements on the existing cemetery (new Administration building, renovation of existing maintenance building, administrative building, soil storage building) and includes development of approximately 56 acres of land, approximately 12,430 pre-placed crypt full casket gravesites, 615 oversize pre-placed crypt casket gravesites, approximately 600 traditional gravesites, approximately 3,000 in-ground cremains, approximately 300-gravesite Hybrid Natural (Green) Burial Section, earthwork, drainage, fencing, roads, parking, access, utilities, site improvements, signage and site furnishings, and a new irrigation system. The successful SDVOSB Offeror shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for construction of the project as defined by the Request for Proposal (RFP.)� The Contractor shall provide a Contractor Quality Control Program, Health & Safety Program, Erosion & Sediment Control, permitting, and commissioning, among others.� The contract scope shall execute in accordance with the drawings and specifications and other requirements of the contract documents (Storm Water Pollution Prevention Plan and Draft Commissioning Plan.)� Work is to complete within 900 calendar days of receipt of Notice to Proceed.� The magnitude of construction cost for this project is between $20,000,000 and $50,000,000.� The applicable North American Industry Classification System (NAICS) is 236220 and the small business size standard is $39.5 million.� NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB Offeror must be registrants in the System for Acquisition Management (SAM) database at https://www.sam.gov and listed in the Vendor Information Pages database at http://www.VetBiz.gov prior to proposal submission. SOLICITATION and AMENDMENTS: �Prospective Offerors must obtain copies of the solicitation documents from beta.SAM.gov, which will be available on or about June 19, 2020.� By registering at beta.SAM.gov the Offerors will have access to downloading plans, specifications, and amendments, which will be available only in Adobe PDF electronic format.� The Offerors must be registered in beta.SAM.gov and have a DUNS Number to download documents.� By registering for the Register to Receive Notification list at http://www.beta.SAM.gov, you will receive email notification for any new amendments that issue and post.� No other notification of amendments will provide.� Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE/SITE VISIT: �Pre-proposal conference information will provide in the Solicitation. There is no public bid opening.� All Offerors must ensure that their firms provide both 100% Performance and Payment Bonds.� In addition, Offerors are required to submit a bid guarantee with their proposals.� The proposals will evaluate, and award will issue utilizing the Best Value, Trade-Off method per FAR Part 15.� Offerors are advised award may issue without discussions.
