- Agency/Office: Army Contracting Command � Detroit Arsenal (ACC-DTA) Title: Special Notice � GVS OTA, W15QKN-17-9-1025, RPP 20-12, Platform Electrification & Mobility (PEM) High Voltage Common Module. The Government intends to issue a Request for Prototype Proposals (RPP) for the High Voltage Common Module under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort. Description: The intent of this project is to develop a common battery module, the High Voltage Common Module (HVCM) in the 50 Volt (V) range that can be assembled into a high voltage pack up to 1000 V.� The HVCM shall be used as a common building block for future high voltage battery packs in multiple vehicle platforms. The HVCM will need to provide high power capabilities for quick charging, exportable power, all-electric silent mobility, and have adequate energy storage for extended silent watch missions. The final product to be developed will be battery packs for integration into two demonstrator vehicles, the Optionally Manned Fighting Vehicle and the Robotic Combat Vehicle-Heavy. Deliverables required are reports, design data, briefing material, test plans and prototypes. The Government does not intend to pursue a Follow-on Production effort under the authority of 10 USC 2371b(f) for this effort. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government�s intent to release an RPP to the NAMC membership.
